Raisani expressed these views while talking to the European Union (EU) Ambassador to Pakistan, Lars Gunnar Wigemark on Monday.
Raisani informed the EU envoy about the tribal system in Balochistan and said that every nawab and tribal chief had influence in their respective areas.
He added that separation will convert into civil war as the tribesmen followed their chieftains. “There will be civil war in Balochistan if it was separated from Pakistan. It would be dangerous for the people of Balochistan.”
Raisani said that the angry Baloch leadership is not responding to the government’s offer for talks.
The chief minister also said that he was sure about the involvement of foreign elements in destabilising the region.
He said that dialogue is the only forward to address the issues of the province, but those who had picked up arms were not willing to accept any offers. They will not talk less than independence, he said.
The chief minister said that the federal government had tasked him, Governor Nawab Zulfiqar Ali Magsi and other tribal notables to hold negotiations.
On the issue of missing persons and the recovery of mutilated bodies, Raisani said that this had aggrevated the situation and was creating hatred in the province. He added that a number of people who were on the list of missing persons were currently residing in Afghanistan and Dubai.
Raisani said that in a meeting with Prime Minister Yousaf Raza Gilani he had demanded more jobs for the youth and development funds for the province.

Ask any political party if they ever thought how frustrated are many Baluch people because of step motherly treatment of the federal govenment.The answer would be confusing and most of them will blame the predecessors.The tribal chief are also to blame. Naturally the main reasons for disappointment is lack of job opportunity ,universal education,basic health care,and potable water. Then we have external forces who would exploit the situation to suite their own interest.USSRs' misadventure in Afghanistan was due to quest for warm waters of Indian ocean. Baluch are patriotic and respectable people.Certain percentage of jobs must be reserved in all govt dept for Baluch.For the free universal education for next 25years tribal chiefs,provincial and central govts should join hands and come out with a transparent programme.Long term tax holiday should be given to new industries.Faster the economic incentive to the grassroots ,the faster will be the return to normalcy.
Oh come on! sagacity is like a foreign language to Mr. Raisani.
Even if Balochistan does break away. There will be few military coups and then they will be on track towards economic growth.
But lets not think that. Pakistan needs balochistan more than any other province in reality, sadly pakistani punjabis have no clue how important balochistan is to them. They just see it as a land area.
Mr Raisani is quite a sage when sober.
I think best way is that all people of Balochistan must vote in next elections on doubtless voters list by Election Commission of Pakistan. Lets see who are the actual representatives of people of Balochistan. Then let those representatives decide about the issue.
@MUNIB: Raisanis and Bugtis have killed hundreds in their intertribal feuds. Considering their culture of vengeance I doubt if they ever be that close. Pakistan was created as a result of a democratic referendum, Give one to Baluchistan now and shut this matter for ever. Baloch/Brahui tibes make 45% of Baluchistan's population. Pashtuns and Hazaras who make rest 55% and have lived there for centuries do not want Independence. On top of that there are about 73 Baloch Sardars, 3 are pro Independence and 70 are with Pakistan and sit in Senate, National and Provincial assemblies. It is not hard to predict the result based on these statistics. Also there are more than twice as many Baloch living in Punjab alone and probably even more in Sindh. Governor of Punjab is a Baluch. President of Pakistan is from a Baloch tribe living in Sindh. Sardars from both pro and anti-Pakistan point of view have suppressed their people and killed each other more than any outsider has killed in recent history. Government of Pakistan definitely shares the blame and has to do lot more, including giving Baluch people their rights by liberating them from the Sardars(including ones that are pro Pakistan) and providing them basic necessities like education and health care. So far all the royalties from riches of land ends up with Sardars who run private armies and enjoy luxuries while poor suffer. I wonder where millions went that were given to Bugtis as royalties. I do not see free schools and hospital in Bugti region. Now same Bugti sardar tells his people that it is rest of Pakistan that took their school and hospital money away.
Even in erstwhile East Pakistan there were people who never wanted independence. India also had many people who wanted British rule. Not all Muslims wanted Pakistan. It all depends on how the game is played and under what sort of forces and circumstances. Also it will depend upon Pakistan's economy. Like in India's case, partly it was broken British economy after WWII which accelerated our freedom. In Pakistan's case there are many if and buts to the Baluchistan's freedom. If sectarian violence continues and economy does not improve, chances of a free Bluchistan will be much higher.
And if all the traibal chief get together and decide to be united on separation , where will mr Raisani run to hide his face ?
Move towards conflict resolution : Balochistanis need to be made stake holder in Pakistan, I believe. Civil and military leadership needs to decide whether they want to rule the land or rule the people ?
If civil war, it's internal Baloch matter. First Pakistan should get out of Balochistan.
seperatist are guys filled with hatred .today they hate pakistanis tomarrow they will hate each other,just like pakistanis hated hindus and seperated then started hating each other as sunnis and shias and ahhammadii,or as punjabis and sindhis.somehow they will find a reason to hate the other.

Thank you Nawab Aslam Raisani for being the voice of moderation and sanity. I hope the Baloch youth will try to understand how India, US and the zionists have hatched plans against Pakistan. I fully understand the complexity of Baloch problems, but every Baloch must unite in saying that whoever talks of separation from their brothers is not our friend. Pakistan Govt. MUST provide Baloch youth with jobs and royalties for the resources that get distributed among the citizens directly.
Civil war is not in an bodys interest be it Pakistan, Iran, India, US
