HEC releases its first ever ranking of all the 136 public and private universities in Pakistan.

LAHORE: The Higher Education Commission (HEC) on Thursday revealed the first-ever national academic ranking of universities, with Quaid-e-Azam University in Islamabad leading and Lahore University of Management Sciences (LUMS) landing at the 10th position in the overall list.

The ranking model has been developed by HEC’s Quality Assurance Committee (QAC) through stakeholder participation.

The ranking is based on the number of students, research productivity and quality, innovation and knowledge transfer, infrastructure, annual graduate output, international collaborations, student satisfaction and financial health of the institution.


The overall ranking is as follows:


  1. Quaid-e-Azam University, Islamabad
  2. Pakistan Institute of Engineering and Applied Sciences
  3. Aga Khan University, Karachi
  4. University of Agriculture, Faisalabad
  5. University of The Punjab, Lahore
  6. National University of Sciences and Technology (NUST)
  7. Pir Mehr Ali Shah Arid Agriculture University
  8. University of Health Sciences, Lahore
  9. COMSATS Institute of Information Technology (CIIT)
  10. Lahore University of Management Sciences, Lahore

The ranking are also based on categories including Agriculture/Veterinary, Art & Design, Computer Sciences & IT, Engineering & Technology, Business Education and Medical.

    I would like to understand the basis of rating used in this list.

    Its not representative of the real picture at all and is highly misleading.

    LUMS at #10 ? Much after COMSAT ?

    CS program at LUMS or SSE not mentioned at all ?

    NCBA in the list but LSE missing ?

    ask anybody in Karachi and they would prefer IoBM & Szabist over Iqra anytime. I work in probably the best company of Pakistan in Fertilizer sector and we usually prefer IBA & LUMS grads. IoBM (CBM) students have an outside chance. NONE of our employees are Iqra/Quid e azam uni/ Comsat/ National college of business admin grads. This rating is bogus.

    Its 2012 but still we are unable to make a benchmark in ranking our universities. This is absolute quantitative analysis not qualitative. Word ‘Ranking’ seems to be a joke after reading this list. I think HEC is wasting their precious time in making these kind of ambiguous list which are not supposed to believed by almost 90% readers.

    Of course everyone here will show bias towards his/her own institute. But I think the list is quite well. we can’t say which university is good or bad just because the merit for admission of in it high or low. There are many other things that matter too.Recommend

    I think rather than busting the body who came up with the list, let’s first appreciate that they took the first step. Secondly, there is no question about it that they need to expand the scope of variables usually covered by other universities in developed countries such as employment rate, time to employment, salaries – starting and changes 2 years, 5 years, 10 years, and 20 years after graduation, alumni in C-level suite locally and internationally, and return on investment.

    I believe everything is well justified apart from UET,Lahore’s exclusion & even being NUSTian I can feel the heat.Besides bottom line is right now there’s no use of these rankings for students because internationally these are not recognized & in Pakistan reference matters not rankings.     Also not to forget NCBAE does have visiting faculty teaching there from even LUMS as well. It is a private university with another huge campus coming up at Raiwind,Lahore. Just that you know,NCBAE is now Lahore Metropolitan University and is also starting University of London’s external program soon as well. From the looks of it, NCBAE is next LSE, IoBM and with UoL externals starting soon, is going to be like SZABIST. Whatever the case HEC looks at research as well and this is why NCBAE, LUMS, IBA, Iqra, Sukkur IBA are at top because SZABIST and LSE do not produce enough research. They dont even produce PhD the way LUMS,NCBAE and other produces. This too is a fact.

Pakistanis abroad and in Pakistan will challenge the results.Unfortunately the moral is so low at the moment that every thing appears to be a fix – the brown envelope syndrome appears to people to be at work in all aspects of the national life of Pakistan.     Management in Pakistan needs to learn the way to do things true for many dept. but in this case HEC, i don’t have problem with this list given the criteria on which it was made, which is poor to least what i can say, The one of the main purpose of ranking universities is to give prospective students a understanding of which university can highlight there prospect career opportunities, i am still failing to understand that what propose is being served with this kind of criteria, some known rankings can be observed to benchmark at least to what should be included in criteria

    UMT has received W4 Category as a consequence of the inspection of the University on December 30, 2011 by a Committee approved by the HEC. Based on the information provided by the Quantitative Assessment Form (QAF) and recommendations by the Committee, the Chairman HEC approved categorization of the University in Category W4.

    Just thinking how difficult must be for students in KPK, Gligit / Baltistan, FATA, Baluchistan even lower Punjab and upper Sindh to gain access to good schools given the list I see released today.

    Karachi, Lahore, and Islamabad seems to enjoy the best of the opportunity – Hope we see more good schools coming out from all parts of country – as this is the only way to bring people from all parts of Pakistan into important positions as well as improving the distribution of wealth across different provinces.

    More important from HSC is to decide the future strategy for higher education also based on this list.

    Why are people so skeptical. May be their institution is not included in the list which has pricked them to consider rating not credible enough. Obviously rating raise some eyebrows but we should take it as an eye opener for the institutions claiming for long time to be on the top like UET Lahore, NED etc. One thing I am surprised to see UET Taxila in the list. It looks like they have improved a lot in last 20 years especially since I finished my engineering in 1996.

    Guys Calm down …….! Before talking or putting up your opinions over here , we need to understand the ranking criteria which is very clearly stated on HEC Website.
    HEC is not ranking the universities on Market perception or employer evaluation.
    Universities are being ranked on Campus facilities , number of PHD teachers , Research Paper output , number of students , Educations Standards , market reputation and similarly list goes on.
    If you note down those criteria and then look at your university it would justify the result :))
    By the way HEC ranking does matter outside Pakistan so take it seriously Cheers

    Quaid-e-Azam U. is indeed number 1. Their faculty is unmatched by any other university in the country. People need to understand that LUMS is only great in business and management, the remainder of the programs there are average.

    Interesting computations for making a list. Still what it really means is that some institutions have implemented recognized Quality control measures that make teachers accountable for performance. It also means that a lot of good institutions are not in the top ten because their teachers don’t understand the need for these measures. IBA for a long time had been in the dumps, with little research and their own graduates as teachers. Now they are making a comeback and becoming an institution worthy of their name. IQRA is this high up because it means they are taking these measures seriously and its a wake up call to the others

    LUMS is not matchable to many universities given in this list. Being a private university, it has very limited funds. Moreover, it offers very limited disciplines. The graduate programs isn’t established yet and PhD program has hardly started now. Moreover, the number of students is also quiet low as compared to other big universities. So, in that sense, LUMS being number 10 is a BIG thing. however, that does not mean the quality of LUMS has gone down. Whatever LUMS offers, it makes sure it is the best. So, instead of adding new programs, it make sure it brings the present ones to the best standards. Get the point anyone?

    This ranking is based on international criteria, it is initiated by QS ranking pattern, which happens to be the international standard of ranking educational institutes, all the foriegn universities are ranked through this system.
    Pakistan is the 1st Islamic country to follow these international ranking system.

Instead, I rather graduate from a lesser known university and after graduation, I try to prosper in my field of education so that, one day, I can be the reason for the popularity and high-rankings of that institute.

    what it really means is that some institutions have implemented recognized Quality control measures that make teachers accountable for performance. It also means that a lot of good institutions are not in the top ten because their teachers don’t understand the need for these measures.IBA for a long time had been in the dumps, with little research and their own graduates as teachers. Now they are making a comeback and becoming an institution worthy of their name. IQRA is this high up because it means they are taking these measures seriously and its a wake up call to the others

    @Mohammad: Indeed….Funny, University of Agriculture, Faisalabad (no offense to Faisalabadis as i am from there as well) ranks higher then NUST and LUMS. HEC’s weighting mechanism seems to have over rating to the factors like number of course taught, faculties (horizontal scale) rather then rating universities in core competency and specialist area (vertical quality metric).

    Hi every one i have nt seen the list of the universities ranking in Pakistan and either i do not know about the ranking of university of Peshawar, but as i have i studied in Coventry UK I personaly realised that in our universities education system there is no criticle evaluation, and with out this there is no reseach at all.so i believe that the respective govt and the concern authorites will give full attention to this side of education in our country.

    I am a proud graduate of both NCBAE and LUMS as i did my bachelors and masters from both institutions respectively and both of these places are fascinating. Those who are whining about LSE not being in the list should know that NCBAE is older than LSE and does more research than LSE. Only LUMS in Lahore conducts more research than NCBAE whereas LSE for all i know have not even come up with any PhD so far so why should HEC rank it higher ? Also check LSE of today and you will notice that most of the students who are in their bachelors degree are from elite class who in my opinion are not even productive, let alone conducting research which by the way is more of a perquisite for a PhD so LSE’ites should not whine like kids and accept that NCBAE is better. The only way LSE is considered ‘good’ is because they take a lot of money from these elitists who pay to study there but also because of campus. Even NCBAE will have a big campus in future, in a year or two.

    It is unfortunate that HEC by making such ranking is losing its credibility and dignity. That’s dangerous as they are there to judge educational system’s functionality and provide feedback along with instructions to improve an institution. Educational institutes put their best effort to get recognition by HEC and use it as a tool to attract more students that according to definition of governing body is wrong practice as an institute should only be able to establish if it comes under governing body’s legislation.

    It’s sad seeing not even a single component of the system is functioning in right order in Pakistan and I started losing hope entirely for even a little improvement.

    Because I am an ACCA, I never had a chance to go to any university and my view points are very neutral. NCBAE, seriously? The faculty of NCBAE agrees to the fact that they have the lowest standard when it comes to the curriculum. No UET, Lahore and NED, Karachi in the engineering universities: one word; LOL. Lastly, no King Edward Medical College, Lahore and Government University College, Lahore: Either this is a lame joke played by HEC by taking the sample of most stupid and lame universities, except a few and ranking them accordingly; the least stupid and lame on top, or this is another cheap piece from ET, keeping in view the low quality, they have been depicting in their stories, lately.

    Its very simple if you read the text carefully

    In bold is QAE having total of 60 marks which are further subdivided into 18 marks for ISQA and 42 marks for TQ while the remaining 40 are for Research. So it adds up to 100 not 160…

    people crying here because LUMS charged them hefty amounts in the name of this fraud that they are the best univ in pakistan…now everything is in the open..instead of whining to HEC, go to LUMS and ask for refunds before it is too late….

    Actually the people giving comments here did not understand the critaria for ranking. If you look Teaching Quality has total of 42 points and Research has 40 points. Now most of the universities in Pakistan have now good faculties but they are not paying attention on Research work. Qauid-e-Azam univ is # because last year this university has more than 200 publication in good international standards Journels. Same is true with Agriculture Univ Faisalabad and Arid Univ Rawalpinid because these institutes are focusing on Research Work that’s why they are at the top….

I think that these lists are important for people to make important decisions in their life and they should represent real rating.     This is a hoax. HEC compiles these lists on QEC reports which have no basis. As a matter of fact, HEC has a lot of redundant staff and it is creating some kind of justification for their retention. HEC has no way to check the actual standing of any university. At the end it will be the quality of students these universities produce.

    Besides looking at the list of HEC ranking, here in Karachi still people prefer IBA first, SZABIST second and CBM third in their business professional studies. It shows clear biasness of HEC to de-list SZABIST first and to second it, then came CBM. It is a good sign for lagging universities like Iqra and IBA Sukkur pursuing towards the toppers but on the same page HEC did a very big mistake of derailing the established universities as mentioned above, it will definitely effect the lives of the innocent students who seek jobs. In my opinion truth is harder then fiction and HEC should revise the ranking procedure once again.

    I am a GIKIan and the reason why universities like COMSATS and NUST are ranked higher than LUMS and GIKI is pretty justified. The more campuses you have across the country, the more professors you have and hence more variety and diversity of research being conducted which counts in these generalized rankings for all the departments.
    I am sure that if we get down to the department rankings, GIKI can be at the top of the list for Electronic Engineering and Mechnical, and if not for Computer Sciences.

    Folks who’re criticizing the rankings (mostly LUMS, IBA alumni) should ask for a refund from their respective schools if they can’t understand the basic methodology behind these rankings. LUMS, IBA, NED, etc. are schools who specialize in a certain field, hence, they’re appropriately at a comparative disadvantage in these rankings. Instead of criticizing the rankings, understand and make yourself privy to the rankings. The methodology is similar to what is used in QS World Rankings.

    QAU is producing most of research graduates in social science like Pakistan studies, psychology, etc. Surprisingly, QAU name is not exist in HES own categories including Agriculture/Veterinary, Art & Design, Computer Sciences & IT, Engineering & Technology, Business Education and Medical. THEN HOW QAU is on top overall.

    The worst thing about this ranking is that I know some university admission departments in Europe also look towards HEC for providing guidance in accepting students to their programs (after HEC’s foreign scholarship schemes…HEC has become quite well known over here). I have nothing against Qurtaba or Baluchistan but one can only imagine what will happen when they prefer a student of Qurtaba over LUMS for their CS programs. unfortunately this step will in the long run only favour more applications from Pakistan being rejected in favour of INDIA and CHINA. Although HEC is one of the more (semi)productive organizations in our country, but I have to say that they havent thought about the impact this ranking will have on our upcoming crop of graduates trying to get into the top tier uni’s in Europe.

    most of the comments here reflect the elitist attitude of Pakistan… people from LUMS and IBA are whining endlessly but they don’t know how to accept the supremacy of others who have done far better in the previous year… the university rankings does not take into consideration your pocket money or sleek mobile or new car or how rich you are or what you do on campus or how “enlightened moderate” you are… read the ranking criteria carefully and then ask someone outside LUMS/IBA to explain it to you as you people are not able to understand anything other than “LUMS/IBA is the best”.. stop whining… work hard and hopefully you will rank higher in the next ranking…with this attitude i am afraid next year you will be outside the top10…
    somone is saying that he will employ anybody from LUMS anyday… please go ahead.. innovative ability is not related to rankings..some of the finest inventors and enterpreneaurs were drop-outs and not graduates so…
    claim your refunds from LUMS/IBA and prepare for the test to get admission into some quality university …best of luck…

    I myself belong to HIGHER EDUCATION COMMISSION. And as far I know, COMSATS Islamabad have really progressed a lot in the field of Computer Science. How many of you have ever been to COMSATS Islamabad?? Well students, for your kind information, COMSATS Islamabad have produced the most number of Research Papers in the year 2011. And you know what, from the batch that graduated in 2011, 80% got jobs in and out of Pakistan. From those 8 got jobs in GOOGLE and YOU TUBE. And the remaining 20% opted for further studies..
    So students, instead of being proud to be a LUMSIAN, FASTIAN, NUSTIAN, GIKIAN, or any other university, you should be a proud Pakistani.. As you’ve got somany good universities in you own country.

    I totally disagree with the list ranking top 10 universities of Pakistan issued by HEC.I would like to draw the attention deficit of concerned HEC team. As Pakistan’s some of the best universities are mising in the list, like the university of Karachi,GIK and NED. which are the prominent universities contributing tremendously in the educational sector of pakistan.
    the university of Karachi comprised of 58 departments provides thousands of leaders and professionals in the market every year. Although people think quality of education is not practiced in goveronment sector nevertheless University of Karachi is providing quality of education and research based studies for the students. Being a student of Karachi university I claim it’s significance, the faculty and admisnistration is sincere with their responsibilities. Next time if HEC quests for the high ranking universities of pakistan, it should be based on thorough consideration and indubious justifications.

    This ranking is ridiculous… universities i have not even heard of (even after being a Pakistani citizen) in my life are ranked atop of internationally recognized universities. This ranking will definitely hurt students who have been studying at universities like LUMS, have struggled for good GPAs and end up getting outwitted by students from universities like Pir Mehr Ali Shah Arid Agriculture University who have bloated GPAs..
    I have checked the HEC website and even though the marking criteria has been mentioned, no individual assignment of marks per specific university have been specified. superficial and substandard ranking like this shows that we cannot even get something so simple right … non competency and idiocy has leached to every nook of our society..Recommend

    What kind of ranking is this? HEC is not bothered to include South Asia’s top military institute. It is mandatory for elite officers to pass their war course from Ndu. Even foreign allied officers are here in Ndu for having their degrees. Even those foreign officers are proud to be alumnus of Ndu. But as Pakistanis we have psyche to disgrace the assets of our country. So that’s exactly what HEC is doing

    Dr.Umar Saif was awarded Google Faculty Award for Research, he has been doing, he is from LUMS. And its illogical and dumb to not see LUMS in “Computer Sciences & IT” category, COMSAT has the highest “Research” score according to HEC, which blows my mind away. This is the worst ranking ever!

    Let me remind you all that the rankings are made purely on the basis of data provided by the relevant Institutions/Universities/DAIs. One may object to the ranking criteria but not HEC. In the instant case, HEC has only collected the data, put it in a tabular form and presented the rankings. There is no doubt regarding the management studies at LUMS, IBA, QAU, SZABIST etc. but we should concentrate on forcing the right elements of ranking universities into the ranking criteria. We should also not forget that this is just the beginning and one only has to take first step and the rest is easy.

    This is a good exercise but transparency is the key factor to be ensured. Most of the comments that I have read have not agreed with the ranking. So it is important to first elaborate the criteria for such ranking. We must understand that every University Student has deep affiliation with his University and wants to see it on top. HEC may please give detailed criteria for ranking

    Btwn I am from LUMS and currently working in google…Yes CITT is a very good institute of Pakistan as I can see 3 people from Comsats joining google this year, though they are my juniors by I can see them having very nice basics of computer science.

    I also think that we should also think of improving in international rankings, though Comsats, Lums and Nust a premier institutes of Pakistan but they are nowhere in international rankings…

    Regarding FAST yes the criticism is true because it has lost the flavor but see Comsats and Lums are far richer than Fast, so it’s understandable that FAST has gone down..

    I would suggest FAST admin to hire good PHDs like Comsats and Lums because right now they are relying on their old 20 years of experienced faculty members who never even went abroad and not even did their Ms…so u can see the results.

    It was Coding guru competition in LUMS in 2010, I was in the organizer group.

    Comsats topped the competition while Lums stood second and PUCIT secured 3rd…FAST protested it because it was not in top 3.

    This year Comsats didn’t participated …so LUMS got 1st and 3rd and FC college got 2nd and they protested the competition again..

    What I do not understand why FAST keep on crying whenever they loose some thing. CIIT doesn’t really bother what people say…I am sick and tired of listening to their excuses…..

    Comsats not only topped the Computer Science rankings in 2012 rather it’s on top in Computer Science since 2008 Ref:Wikipedia (check your self).

    SO I M NOT CONCERNED ABOUT FAST, I am only tired of FASTIANs crying when they loose..
    and it’s not the first time they have almost lost every competition to either UET, COMSATS or LUMS(other than the one’s hosted by them)…but they still blame system and DO NOT understand that they are not a quality institute any more so they have work hard…
