A list of conditions accompanies funds allocated for Pakistan, as the White House, Department of Defence and the State Department reveal their budgets for the fiscal year 2013.
The White House has allocated $800 million for Pakistan’s Counterinsurgency Capability Fund (PCCF) in its budget, whereas the State Department and the United States Agency for International Development (USAID) allocated $2.4 billion for Pakistan.
The budget shows a decrease of $50 million in comparison with last year’s allocations for PCCF.
In a press release issued by the State Department, the budget allocation requested for Pakistan for the fiscal year 2013 is $2.4 billion. This includes the $800 million cited in the PCCF, and is meant for assistance to “strengthen democratic and civil institutions that provide a bulwark against extremism, and support joint security and counterterrorism efforts”.
The budget documents also outline certifications that the US secretary of state is required to make to various Congress committees before funds such as the Foreign Military Financing Programme, and the PCCF can be allocated.
According to the conditions, the secretary of state must certify that Pakistan is cooperating with the US in counterterrorism efforts against the Quetta Shura, Haqqani Network, Jaish-e-Mohammad, Lashkar-e-Taiba, al Qaeda and other domestic and foreign terrorist organisations.

Pakistan can survive without US aid.....and US government too should not extend any grant because it will be consumed by corrupt politicians and never reach the common men
Before everyone breaks out in a little happy dance, this is the amount that has been requested by the Adminstration for PAK. It is far from a done deal. It must be approved by the US Congress. I would be surprised if PAK sees half of this amount.
@American: Free of cost F-16's? Your grammar and writing ineptitude is pretty vivid, you must be Indian from that hateful tone which is fraught with an intolerable lack of facts and ground realities. We paid for everything. And that isnt aid they give us, that is what they pay us back for services rendered.
Pakistanis will say first,"We dont need your aid". Then, to justify it a few seconds later will retort,"USA has to pay for our services in the War On Terror".

Every country in the world "works" for USA and Western Europe. --- India, China, S. Korea, Japan provide civilian services to USA/EU and make "loads" of cash -- Pakistan and Egypt provide military services to US/NATO and get mutually agreed upon price.
It is our choice to provide civilian services, or military services or both. That's how cash is earned in this world. There is no other way.
You should tell the American's too pound sand --- you can get $2.4 Billion by raising taxes (assuming you can get anyone to pay them).

There is nothing 'free of cost', US has had more economic advantage from Pakistan as if only I add up the taxes that would have been levied on all containers and cargo going to your forces in Afghanistan totals more than 50 Billion dollars. And you paid us peanuts. Keep your peanuts and keep your war. Kyani has also said that in so many words, if you guys remain blind to ground realities, so be it.

Re-read: US pays $800 million for Pakistan’s 24 murdered soldier and for the other ~30,000 Pakistani civilian citizens killed in lieu of terrorist's war in Pakistan. Our leaders are gutless beggars and selling this nation out to their lords in white-house.

@American, I challenge anyone here or a common pakistani to stand up and honestly say they have directly benefited from american aid...or have ever even seen a single $ of this American aid bettering their lives, even in the smallest way...not one road, not one industry, not one megaproject, not one school, not one hospital, not one orphanage, not even a single megawatt of energy. And here we are...made to believe it would be worse if this aid is cut...
P.S. obviously the "status quo" cannot be included in this response to benefitting from american aid...they've benefitted enormously
The Zardari Goverment must be happy.....they can continue with there activities for another year and serve the USA while the common suffers .
@Dr Imitation If you are an Indian I still agree with your comment, because India was smart enough to stay out of the WoT and did not get tangled with US. Pakistan made the mistake of getting involved with the US, we ourselves became victims of the collateral damaged (both from the Americans and the millitants), the war has cost us in terms of economy, politically, security, civilian lives. Pakistan is worse off after this WoT then it was before it. So yes getting involved with US was a HUGE mistake and so is this aid.

These f-16 were not for free, we PAID for them and US delivered them 16 years too LATE despite taking full payment from Pakistan! Wow really class, and then they cry and wonder why despite the aid pakistanis still dont like them!

Contrast this news with the recent news of Indian finance minister saying to Britain that your aid is peanuts and India doesn't require it. Says a lot about the state of things in the subcontinent.
If Pakistanis had any self respect, they would refuse to take the alms and take hakimi medicine to ease the pain from eating grass.
