Formula required: Committee formed on police promotions

PP and PSP officers are at odds over what proportion of promotions to BS-18 should be from what group.

The Punjab government has set up a seven-member committee headed by the home secretary to come up with a sharing formula for the promotion of officers from the Punjab Police (PP) and the Police Service of Pakistan (PSP).


PP and PSP officers are at odds over what proportion of promotions to BS-18 should be from what group.

The PSP recruits its officers from the Central Superior Services starting in grade 17 while the PP gets recruits at all levels. According to Rule 7 of the PSP Rules, 1985, 40 per cent of promotions to grade 18 must be from the Punjab Police.

According to a working paper submitted by the IG to the Home Department, there are a total of 147 grade-18 officers in the police, meaning there should be 59 officers of this rank from the PP.

However, according to a senior PP officer, there are 217 posts of grade 18, the rank of SP, which would mean there should be 86 or 87 PP officers in grade 18. He said there were currently around 70 SPs from the PP.
