The resolution, vetoed by Russia and China, would have urged Syrian President Bashar alAssad to give up power after a bloody 11-month uprising. It would also have supported an Arab League plan under which Assad would have ceded powers to a deputy, withdrawn troops from towns and started a transition to democracy.
US Secretary of State Hillary Clinton pulled no punches in criticising the vetoes by Russia and China, though she did not mention either by name. “What happened yesterday at the UN was a travesty,” she said.
Clinton told a joint news conference with Bulgarian Prime Minister Boiko Borisov during a brief visit to Sofia: “Those countries that refused to support the Arab League plan bear full responsibility for protecting the brutal machine in Damascus.”
“Faced with a neutered Security Council, we have to redouble our efforts outside of the UN with those allies and partners who support the Syrian people’s right to have a better future,” she said. “We have to increase diplomatic pressure on the Assad regime and work to convince those people around President Assad that he must go.”
Clinton also said that the US will work with other nations to try to tighten “regional and national” sanctions “to dry up the sources of funding and the arms shipments that are keeping the regime’s war machine going.”
“We will work to expose those who are still funding the regime and sending it weapons that are used against defenceless Syrians, including women and children,” she said. “We will work with the friends of a democratic Syria around the world to support the opposition’s peaceful political plans for change.”
Clinton did not give further details on which nations might band together or precisely what they might do, but it appeared that the US might seek to organise a “Friends of Syria” group to act together given the inability to make progress at the UN because of Russia and China.
Saturday’s 13-2 UNSC vote came a day after activists say Syrian forces bombarded the city of Homs, killing more than 200 people in the worst night of bloodshed of the conflict.
Russia said the resolution was biased and would promote “regime change”. Syria is Moscow’s rare ally in the Middle East, home to a Russian naval base and a customer for its arms.
The Syrian National Council, which represents major opposition groups, said it holds Moscow and Beijing “responsible for the escalating acts of killing and genocide; it considers this an irresponsible step that is tantamount to a license to kill with impunity”.
The UN estimated late last year that at least 5,000 people had been killed in the conflict. And activists have reported hundreds of deaths since then. The Syrian government has said that 2,000 of its security forces have been killed in the violence.
If activists’ accounts are accurate, the bombardment of Homs on Friday night was one of the bloodiest episodes of the Arab Spring uprisings sweeping the region and the deadliest incident in the Syrian conflict.
Syria’s ambassador to the UN denied its forces killed hundreds of civilians in Homs, saying that “no sensible person” would launch such an attack the night before the Security Council was set to discuss his country.

@Imran Vetoed 40 resolutions condemning israels unlawful murders in palestine.
Does anyone talk about unlawful murders by Pakistani army in Pakistan?
No one is blowing up the syrian citizens, they are just spontaneously combusting. Its all a big conspiracy against Islam
Hillary stop making a fool of urself! USA has Vetoed 40 resolutions condemning israels unlawful murders in palestine. Politics is a game of interests my dear. Israel is ur interest, likewise iran is within the interests of china n russia. So u cant people a fool anymore. Hypocracy not democracy is on display here!
The U.N. Security Council is a mockery, a travesty of its principle: maintenance of international peace and security. The two notorious players: China and Russia abuse their veto to pursue their goals, instead of having the interests of the international community at heart. Iit's time to restructure this organ.
It would appear that many posters didn't bother to read the resolution - which was supported (and maybe written) by the Arab League. This isn't an American issue - it's an issue where the unelected leader of a country is using artillery to shell his people who are protesting against him -- you can slice it/dice it anyway you want but Assad is a bona fide bad guy who deserves to get the boot.
@Truth writer: Please tell us about how many Syrians civilians have been killed so far, and by whom? From the Syrian dead, it would appear that THE SYRIANS want to get rid of Assad on their own! @ Noise Nice description of ownership of Asharq Alawsat and Al-Jazeera, but if information is "unverifieable", then please tell us what is going on in Syria since you do not agree!
@numbersnumbers Asharq Alawsat Newspaper is a pro-Saudi newspapers and gives the Saudi kingdom's opinion on various issues. I remember when discussing the new government in Iraq it threatened to give Iran a new Karbala to mourn about, which is not a nice thing to say.
And Al Jazeera is run by Qatar, and Qatar is a base for the US military part of the Saudi led alliance of monarchs. They try to give a neutral opinion on many things but they're showing their teeth on Syria and airing unverifiable information. Although even al jazeera admits, the violence in Syria is hardly one sided.
Atleast the veto is good for Iran as only after that veto both Israel and US back tracked to say that "Israel has no intentions to attack Iran".If there wasnt any veto Iran would be next target in near future.
Americans & westren countries are not friends of democratic Syria....they are friends of their intresets in the region......no one cares about life or massacre but only their vast interests in the region........All dirty Politics
Miss Clinton should also define US support for Israeli brutality in Palestine, where the vetoes of United States of America are protecting an inhumane and brutal regime, responsible for the heinous murders of women and children.
There are moments when the whole United Nation comity is one side and the US on the other. When you can neuter the United Nations, then others can also do the same. The victim, obviously, is justice and peace. But then you don't care.
Double standards!! The world is watching you and you are losing the moral grounds, just like Bashar-al-Asad. For billions, USA and other despotic rulers are not very different from each other and you prove that through such irrelevant arguments.
You can create a parallel, rubber-stamp, United Nation for yourself. But the next time there may be one or more countries who can stand up against you. And that will be the beginning of WW-III.
May you all come to senses. May peace prevail on earth.
Agree with Asad. US has no morality to complain. After all, they approve thee killings in Israel. Why are they surprised?
And killing civillians all over the world was high moral achievement. Shame on Pakistan for supporting these Iraqi, Afghani, Libyan killers.
@SM: And everything Pakistan doesn't like is hatred towards Islam. Whatever works.
USA along with Security Council Members like United Kingdom (not Britain), France, etc., thhat are actively engaged in killing innocent civilians in countries like Iraq, Afghanistan, Pakistan and Libya have, thanks to Russia and China, failed to carry on with their sub Nazi killing acts in Syria. USA and West should realise that it is facing utter isolation because of its dastardly acts. And Pakistan is, like Turkey, etc., a rogue Muslim country.
shame on arab league and shia syrian regimes. he must go..
Yeah they are shocked and calling it license to kill. When they veto resolutions against Israel or Palestinian nationhood: that's okay.
US has no moral authority anymore to call anything travesty.
Hillary Clinton will go down in history as one of the most effective Secretaries of State for furthering Americas expansionist policies world wide. What the Bush administration did with a sledgehammer Obama has done more from behind the curtain.
@Faizan ALi Warraich: So there is no uprising in Syria!!! Please post where you get that information!! Even the UN Human rights panel, which regularly criticizes Israel, has condemmed the Syrian regime for killing and maiming its own citizens! I believe that the vast majority of the world knows the TRUTH about Syria, as related by the recent UN Security Council Vote!!! Even Al-Jazeera, hardly a pro west news source, regularly posts videos and blogs about the SLAUGHTER!
US should look after the problems of its own citizens instead of interfering in other country's affairs and making more enemies for US itself.
It should be the prerogative of Syrian citizens to accept or reject any political leader.Unfortunately, US instead of making effort to bring peace in the Middle East Region, US has bent upon bringing governments of her own choice.
What a sheer waste of time and money which could have been put together for the welfare of the US citizens.
is that Clinton , don't fool the world .there is no *uprising in Syria .you want to install your ruler .!!! here comes the china and Russia to stand against your monarchy, atrocities .
Clinton in bad mood, please don't make the whole world fool fighting a proxy war over syrian issue, settle your issues with russia and china, dont make the mockery of the world.
China and Russia veto because of their own interests/agenda. China has fat contracts with Iran and buys Iranian Oil, while Russia has only Mediterranean Naval Base/Port in Syria, plus has long time military contracts with Syria and won't get paid if Syria "falls"! To read all about Syria Slaughter by team Assad, look up "Asharq Alawsat Newspaper" for extensive English language mideast news and editorials! Also Al-Jazeera Syria Live Blog!
Anything the US does not like is a travesty. Good one Hillary.
@Mir Agha: @Blithe: WHy you people always bring israel and kashmir into the discussion which has got nothing to do with syria ??
@Mir Agha: and vetoing on Kashmir cause is the biggest travesty,,,
US veto on anything israel is also a travesty.
Ms.Cliton...don't worry.....when Syria's enemies are inside the country , what could outside friends of Syria can do ? Asad will fall like Mubarak.....and at that time , these 2 friends of Syria will back the people led gov.....History says so....
Here is another take of what happened:
http://www.rediff.com/news/column/syria-vote-india-falls-for-charms-of-green-money/20120205.htm
My Comment in the previous article is more or less on the same lines that Pakistan must have abstained voting. But who cares.
Two wrongs do not make a right, but look who's talking here! I hope that Syrian people get rid of this tyranny.
