“These agreements are expected to be signed during an upcoming visit by the Indian commerce minister next month,” Arvind Mehta, Indian joint secretary for commerce, said at the Lahore Chamber of Commerce and Industry on Thursday.
The agreements include the Customs Cooperation Agreement, which will avoid arbitrary stoppages of goods at each other’s ports; Mutual Recognition Agreement for acceptance of certificates of internationally-accredited laboratories; and Redressal of Grievances Agreement in case of a disagreement, he said.
“Both sides have also finalised a liberal visa regime that will be in place as soon as the two countries’ cabinets grant their approvals,” said Mehta, who was leading a five-member delegation of Indian regulators to Pakistan.
He said that the peak tariff line in India for Pakistan is 8%, which is going to be curtailed to 5% by end of the year.
Cement trade and other barriers
Mehta clarified that the NTBs over cement export to India were not specific to Pakistan but there is a delay in clearance, which is due to poor infrastructure on both sides. “India is building a customs complex, at the cost of $30 million, which will be complete within three months. It will enable customs officials from both sides to handle 800 trucks daily.”
LCCI President Irfan Qaiser Sheikh agreed that the NTBs hinder meaningful improvement in bilateral trade ties, and pointed out various other barriers to trade.
He said that among other barriers, quality parameters vary from city to city. Clearance requirements and certifications also consume a lot of time and money and multiple conditions have to be met at the clearance stage, such as agricultural permits. He also mentioned licensing requirements for import of vehicles, textile-specific barriers and health and safety regulations.
Sheikh said that currently, Indian and Pakistani customs authorities do not accept lab reports and quality control certificates of consignments conducted by custom labs of both countries. “It is requested that customs authorities on both sides accept reports and certificates provided by exporters and importers of each country as Pakistan and India have the same environment and standards,” he said.
He said that Pakistani authorities are accommodating approximately 150 trucks of Indian consignments daily and Pakistani exports to India have also increased to 150 trucks per day. “But Indian customs authorities clear only 100 Pakistani trucks daily,” he said. “We request them to make every effort to ensure that 150 Pakistani trucks go to India.”
Sheikh also pointed out to unnecessary delays in trade, saying that under a protocol signed between the two governments, Indian and Pakistani customs authorities only allow 10-wheeler trucks and hydraulic dumpers for goods movement. “Twelve- and 14-wheeler trucks should also be allowed to cross the border.”
He said that often, Pakistani trucks return without off-loading due to unavailability of labour on the Indian side, causing Pakistani exporters huge losses in the form of extra transportation charges. He requested Indian authorities to ensure enough labour force to offload Pakistani consignments in their customs yard.

You can have them too but the fact is Pakistan is yet to build a proper car in Pakistan. Yet to hold proper elections and run a systematic democracy. 99% energy goes to Islam and Mullahs. Yes -Pakistan has potential to do great-just like every human being anywhere else. But the choices you made and crimes committed under the banner of islam are far too many to concentrate to developing the country.

Do you seriously think we would want to commit suicide? Businessmen are welcome to visit after security check, but otherwise no indian is interested in promoting travel between the two nations.
A logical, practical step forward needs admiration. Yesterday was the World Customs Day from World Customs Organisation, based in Paris. Was celebrated with supplements in the newspapers, and ad., from FBR, Pakistan Customs. We should try to understand the structure of all customs administration should be uniform because they work under the umbrella of World Customs Organisation, Paris. With everything defined. The ATA Carnet agreement allowing commercial samples, and other things free of duty, yes under the umbrella of World Customs. Pakistan and India are all members, and should adhere to that. About environment in trade. Today with Tsunami, Disasters are because of climate. We have to look for another Tsunami in either country, and has to take care of emissions. Encourage environment friendly products, services. Particularly the automobiles which are exempt or subsidised by Governments worldwide which are environment friendly. We should stay away from Disasters, Tsunami's, due to climate.

No Indian would suport visa free entry for PAkistanis. Not after tens of thousands of Afghan and Uzbeg mercenaries pushed into Kashmir and after 26/11. YEs legitimate business people are definitely welcome after due verification.
Great. We must also ponder over tourist activity. Citizens on either side of the borders should be allowed visa free entry by road at a nominal toll tax. People should be able to drive down to either side and enjoy. Trust me, people from both the countires would welcome this. We can just imply the border crossing system quite similar to US-Canada. This would create greater revenue and cross border spending. There are hardly any recreational facilities on either side anyways. Visa free entry-ID Card system would be welcomed by residents of both countries and trips to and from big cities would be a great weekend activity. Govts please think about this instead of creating problems and hurdles...

Actually Indus Water Treaty already exists. It was honored by India who is advantageously placed due to being the upper riparian state even during wars i.e. 1965, 1971, Kargill etc.

To sign anything over rivers requires the building of bridges. Metaphorically speaking and otherwise.
India continues to actually take action even as Pakistan just has words which it does not implement. India's actions: 1) Giving MFN status to Pakistan in 1996 2) In 2011 removing objection to Pakistani exports to Europe getting a favorable treatment as compared to Indian exporters - something that has a direct negative consequence on Indian exporters 3) Agreeing to removing non-tarriff barriers on Pakistani goods
Pakistan's words: Agreement in principle to give India MFN status (15 years after India had already done so). Initially the implementation was supposed to happen in Dec 2011, then it was postponed to Feb 2012 and now it has been pushed to Oct 2012. This government may not even last upto that time , so that commitment is quite questionable. Pakistan's actions: No implementation of promises. Pakistan keeps on taking India to the Indus Water Treaty Tribunal and accusing India of stealing water. The only judgment which has come has been in India's favor. Other cases are subjudice. No judgment adverse to India has so far come.
Here we go again. Our aging and toothless Indian leadership wants to trade with Pakistan. Lets see how long this will last:)
India imports $0.2 billion, and Pakistan imports $1.2 billion worth of goods. Could some expert explain how we have this under free trade and how it is sustainable.
Good work. The only way forward for Pakistan is to strengthen ties with neighbours. If we can sign trade agreements that make Pakistan virtually an exploitation market for China, we should also trade with India to get a better price at least. For the best, Pakistan and India's markets are similar and we can also sell them our products and keep the trade balanced, unlike with China where we only buy.
Now the question is that will both governments will learn anything from cooperation between normal people of respective countries?
Its a good sign , but we must not give them route for the flow of minerals ,we gave too much sacrifices for Afghanistan,40% mineral industry must be in Pakistan , we also must sign strict agreements over rivers .
A solution can be found once the problems have been identified and articulated correctly. I think Mr. Sheikh articulated the issues very clearly. He not only identified the issue he also articulated the solutions. I felt optimism in his narrative. I am sure these are teething problems till the new facility is ready in few months.
