What this means in practice is that senior civil servants will now have to pay for their own cars.
The new system is part of a change in policy, brought about by austerity measures approved in the federal budget for 2011-12. Misuse of official vehicles has been a high-profile cause for those looking to cut costs.
From January 1, 2012, the officials will have to pay for their petrol, maintenance, repairs, insurance, transfer fees and all duties and taxes on their vehicles, in addition to paying installments.
Civil servants from the BS-20 to BS-22 pay scale will be given the first option to buy the cars they currently use for free. The use of green number plates on these cars will be banned.
Ministries, divisions and departments will maintain a minimum pool of vehicles for operational duties. Cars surplus to needs will be given to the cabinet division’s central pool of cars, and the government will see fit as to their use.
If the civil servants wish to keep their drivers, Rs10,000 will be cut from their salaries every month. No new recruitment of drivers will be made until the drivers rendered surplus are provided with work elsewhere.

A good move but implementation is important.Vehicles should only be available to them while going for official duty otherwise all are supposed to use there own vehicle n no vehicle for the families either it is civil or army.Moreover, if new vehicles are to be bought in any of the department it should never be over 1000cc except Army n Police who require jeeps while on duty as it is multipurpose and can also be used offroads.

@Moazzam Salim: they wont be given them free, it say they have the option to BUY (with money) the vehicle that they CURRENTLY USE for free, its a a punctuation problem and what i first thought as well!
what about the misuse of transport in the army?
this wouldn't effect the expenses as such, because incase of buying car the major cost has paid by deparment and the officer will get it transfer when the asset depriacated in book, even against a single penny. well its early to say, let see how it works.

The bureaucrats should go on strike. An officer has some respect associated with him and these officers are the only reason Pakistan is still there. For Gods sake give some respect. Green number plate is the honor given to people. I hope that the decision is reversed soon.

These officials will be paid around hundred thousand rupees extra as car allowance. They will keep that money, fire their drivers and will use pool vehicles and drivers for personal use and log those as official duties. Thanks for bonus..

How can this scheme be termed as an austerity measure when the Bureaucrats will be given vehicles free. The next lot of Bureaucrats will also want free cars so on and so forth. In addition, under the terms of the scheme, these officers will be compensated to the tune of approximately Rs.100000/- per month; where is the saving in that? Ultimately this scheme will be discarded like all other such schemes. By then the originators (bureaucrats) of the scheme will have benefitted by getting free expensive vehicles and an additional financial perk of Rs.100000/- per month. A better move would have been to allow only one 1000 cc car for one officer with specific instructions to not to use them for personal reasons.
