In a development that pushes US-Pakistan relations further into the realm of uncertainty, the army has authorised its local commanders deployed near the Afghan border to retaliate to any future incursions by Nato forces.
The decision to review the chain of command of security forces stationed at the western border was taken by the army chief, General Ashfaq Parvez Kayani, after consultations with his top commanders in the wake of Nato strikes at the weekend, said a military official.
The change means that from here on in the US-led Nato forces in Afghanistan will also be treated as a potential threat, commented former Federal Administered Tribal Areas secretary Brig (retd) Mehmood Shah.
“Until now the focus of security forces at the Afghan border was to take action against militants and stop cross border infiltration but now they will also be keeping an eye on future Nato strikes,” Brig Shah added.
Defence analyst Lt General (Retd) Abdul Qayum was of the view that local commanders will now not have to seek approval from their chain of command to return fire at the Nato fighter planes if they carry out “hostile manoeuvres on our soil.”
The fresh directives have been conveyed by General Kayani in a letter circulated among the concerned military quarters.
Another military official disclosed that a proposal is under consideration to re-equip the troops along the border with Afghanistan to stop any future violation of Pakistan’s sovereignty.
If Nato forces refuse to give firm guarantees to stop incursions, the security forces may be deployed on the eastern border (Indian border) where they will have necessary airpower to thwart any misadventure, the official added.
However, the latest move is being seen by many as an attempt by the military brass to pacify the growing anger among the lower-cadre of the army over the Nato strikes and also use it as pressure tactic.
Meanwhile, Pakistan has not completely shut the door to the international conference on the Afghanistan endgame next week in Germany, though Prime Minister Yousaf Raza Gilani on Thursday reiterated that the decision to boycott the Bonn moot was irreversible.
Parliamentary committee weighs up response
Consultations on whether to send an ambassador-level delegation to Bonn are still ongoing and the final decision is expected today when the bipartisan and bicameral parliamentary committee on national security meets to discuss the fallout of the airstrikes.
The 17-member committee, headed by Senator Raza Rabbani, has been tasked with the responsibility of offering its recommendations concerning the government’s response to the Nato attack.
The key agenda item before the committee is to ponder the government’s decision of staying away from the Bonn conference in protest, said a government official. He said that though the decision not to send Foreign Minister Hina Rabbani Khar was final, the chance that Pakistan might send a delegation at ambassador level was very much alive.
Diplomatic authorities are reviewing the earlier decision of boycotting the conference altogether after the US, host Germany and Afghanistan urged Pakistan to soften its stance. The foreign ministry is believed to have backed the idea of sending a delegation headed by the ambassador at the international gathering, to be attended by 90 countries as well as representatives of the United Nations, to draw up a roadmap for Afghanistan.
Prime Minister Yousaf Raza Gilani will brief the parliamentary panel about the decision taken by the defence committee of the cabinet in response to the Nato attack.

@indian: You started well but ended with politically baised indian view which is a shame. Pakistan do not have the fire power of the nato forces but defending the motherland with whatever we have is our right and also the right of every country regardless of the size of the opposition forces. One should resist the oppostion ,alternative is surrender which is not acceptable option.
I dont think that pakistan have enough capability to strike back to nato in an effective way. If they do, then they will isolated in the world.Never expect all weather friend China in this regard as they never spoil there economy and political power for the sake of pakistan.They use pakistan as a tool against india and that's it.
Every country has right to defend its borders and Pakistan is no exeption.
@M.Abbas: Funny logic! Why can't they be deployed in Baluchistan instead of the eastern border? I guess the intention is to muddy the whole sub continent.
@Katmandu: Never forget to blame/hate India. Even if you are dealing with Timbuktu i am sure you will always see the Indian hand.Keep fooling yourself.
There is strong discontent in Islamabad as the booming workers and executives of the NGO sectors are fearing that the transformation of Islamabad into a money-sucking, SUV roaring city could come to end as a result of this hike in tentions. There's no business like 'ngo' business whose currents can be visibly seen throughout Islamabad. The elite of Pakistan is at hard work to continue the windfalls which, despite the security situation in Pakistan, is too tempting for many nation-hopping western workers whose numbers in ISB are increasing if anything.
@Target Pakistan - Fool . . . Pakistan knows that in reality this is India's war on Pakistan using other countries and their resources as their tool . . . Once again 'Back door' India is schrewdly at play!
@Hussain: "Very true. This statement is for the consumption of our general, sentimental public only which is fooled in believing that Pak army will defend the border."
Actually this topi drama is for the benefit of the Pak soldiers who are feeling betrayed by army leadership.
@Chill:
Very true. This statement is for the consumption of our general, sentimental public only which is fooled in believing that Pak army will defend the border.
They have always failed. May Allah have mercy on us
@JSM - Pakistan as a sovereign nation has a right to defend it's entire border due to historically sneaky Indian misadventures. . . . Kayani is doing his honorable duty towards protecting the country!! Pakistan understands India better than any God-forsaken country in the world!!
When it comes to defense . . . . Pakistan should be just like Israel in defending itself regardless, who so ever violates its terrority big or small!!
"If Nato forces refuse to give firm guarantees to stop incursions, the security forces may be deployed on the eastern border .." Having been hammered thoroughly by US/NATO on at least 2 occasions and unable to do nything about it, Kayani is trying to threaten India? It would be interessting to see how seriously he is taken by Indians.
@BruteForce: Nato always have an excuse and delibrately lie. They had no right to kill 24 perssonels without any reason.
@zezu: not china but Allah's help is more than enough for us. @Kamran: why are you afraid of US, put your firm faith in Allah(swt). Live with dignity and die with honor.
@Lt Col Imtiaz Alam (retd): Not so soon brother but wait for three years, when Americans and NATO soldiers leave Afghanistan your prediction will be become a reality.
@Ahmer Ali: "Warahmatullah" - isn't this word Arabic? Are you Arab? Then...?
Assalam-o-Allaikum Warahmatullah.Much the best and brave and courageous move by COAS and we are proud of Pakistan Armed Forces.Now stand strong against any US' and NATO's attack on Pakistani soil and be sure that Allah Almighty is always be with you as Allah Almighty bestowed 70000 angels in Ghawa-e-Badar when the Sahaba-e-Karam (R.A.) were only 313 with less weapons as compared with the pagans.May Allah Almighty's greatest and endless blessings and favors always be with you while defending the Pakistan's,its nation and its sovereignty.If you so then you will see that how strong and powerful US' and NATO's armies shall bow down their knees before the handful Taliban/Alqaeda/Haqqani network in Afghanistan Insha Allah Almighty and the world has already seen it.
@the Skunk: Where does India come in this we are on the Eastern front brother.
@u_too:
I don't agree.
Mussarat
All the powerful Islamic countries that Pakistan could proliferate its atomic weapons to have or are in the process of falling. The US war machine has only one more target to go, the biggest target of them all... Pakistan.
Mr Kiyani, ‘Pakistani troops will return fire if Nato attacks again on Pakistani Troops? or on Civilians? or Both?’. By Drones NATO is killing innocent Pakistani Civilians. Who's gonna return fire for those innocent pakistani civilians???
So many good comments that all can be summarized to a loud and clear message to the political leaders and the generals of the country---be good and stand up for all Pakistanis.
In response to Brute Force I would like to mention that no State/Army/Government would allow or authorize any other entity to come and attack its soldiers/people.
I am pretty sure that our F16 won't work against US and NATO targets because it was programmed to do so. We should stop relying on US for our arms.
*> *" Kayani’s bold move: ‘Pakistani troops will return fire if Nato attacks again’"
Din't he say that when US Seals entered in to Pakistan and killed Bin Laden ?
@Pundit: Who feeds you Indians that Pakistan has a dysfunctional economy, There is no recession, the economy will grow around impressive 4.2% this year. Isnt it impressive for a flood ridden economy? Pakistan has the potential and capacity to grow much faster than that.....I dont know who feeds you such stupid stuff, dont you guys have a brain to compare the dynamics? or is it a frustration over delay in announcing India as a MFN? (btw what can India export to us? the world knows made in China, Made in Japan, Made in Germany, Made in Taiwan. Only place where you would get an Indian flavor is when you call for services and the respondent is speaking in desi english)
This is all heading towards a war. More reason to stay in the afghan-pak region longer.
It is foolish to allow generals to go for war alone without political leadership, this is what the greatest Statesman of his time Sir Wiinston Churchill said.
Policy-making decision regarding NATO's attack should come from country's leadership and not Chief of the Army Staff who is subservient to established order in the country.
Secondly, Pakistan has been trusted allies of the US in war against terror it can't be so foolish to launch full-scale war against Pakistan with the connivance of NATO forces, the country with 180 million populaton and not "eunuch".
However, nation should strengthen hands of the government and the Chief of the Army Staff who is a seasoned and professional solider, capable enough to thwart evil designs of enemy eying on Pakistan's souvereignty from different quarters while domestic unrest, political turmoil and insurgency has added to the situation.
This is the situation when country's leadership should make saner and determined step to protect national and georgraphical frontiers of Pakistan and to thwart evil designs of forces active within the country to destablse established democratic order.
Lastly, United States is not that foolish to wage full-scale war against Pakistan with the connivance of NATO as Pakistan has remained most trusted allies of later in war on terror for last one decade in which Pakistan has been the main looser.
United States has no history of interfering or jumping in a country which is already tackling difficult and traumatic situation combined with external threats and above all menace of terrorism that is equally challenging to the Washington.
Mussarat Hussain
india not understand the issue and comment here making no sense, i think people read history before they comment here. some people not understand history or world politics but want to say what they want. pakistan doing the right thing now
Any news about retaliating against those who are supposed to have killed 3500 soldiers and 30000 civilians? And those who are supposed to have attacked GHQ and Mehran?
OOPS wrong question.
US is shivering after our COAS warning; Mr.Kayani, please stop your dramas and don't make our army as a drama troup at the border. You should have resigned long back after killing of OBL. Of course, our political heads also never resign on moral grounds.
Self defense is the universal rule..Do u have to be bold if your life is at stake and you fire back?
@Ilyas Hussain: Not a single country has ever occupied another for a long time in the history of mankind ... Wars are only fought to make your enemy weaker only ... Why do you think NATO or US would need to fight Pakistan .. They can just cut off loans and money which will cripple our country .. USSR got split because they had no money left despite having all modern weaponry ... But even just in case there is ever such confrontation as you said 'there superior firepower will blast its way through our defenses' ... then they won't need to put a step in urban areas. For our own sake if we are any concerned about our future, we must close Easter border completely for any unauthorized movement .. after all once NATO & US is gone from the area it will be our country suffering from these militants who will keep blowing up our schools and imposing their twisted views upon us by force. Army should establish a cantonment in FATA and actively guard the area along with bringing education, health care etc to bordering regions.
Haha, he is so funny! Slap 1 - abbotabad! Slap 2 - killed 24 soldiers! Now Kayani wakes up... "if you slap me for third time, I will..." haha. One who can, does! One who cannot threatens!
@Gul Khan:
Yeah they will think it was carried out by aliens from some far galaxies and thus they will all keep quiet.
This is the kind of response we Pakistani demand from our army. We are all for our forces in case an all out war breaks out. One thing is for sure that we Pakistanis will not win a war against the US and it's western allies but we (175 million Pakistanis) would make sure that no other country ever dares to mess with us.
@Hesus stole my hot rod:
"Iraq has WMD’s……………. USA"
Pakistan doesn't host Osama Bin Laden: Pakistan.
Kiyani and Bold cannot be used in one senctence.
Good move Pakistan, best of luck!
Kyani's under immense pressure from lower ranks. This was not the first time soldiers were killed in an airspace violation. After losing 24 more lives , I fail to see any 'bravery' being exhibited. It's more about being left with no other choice.
Not going to happen, just for public consumption to calm them down.
I can only add, please be prepared for an Imminent Attack By US, NATO on our Nuclear Assets.The chain of events in the past few weeks may be taken as precursor of what is to unfold in the coming days.
Why dont Pak Army creates a NO FLY Zone for NATO/US air force across 5-6 kms of the border, install early warning radar system and anything violating this no fly zone, should be subjected for fire.
Order looks like an eye wash to me. Wait and see as if Military and civil leadership start to bend !!!
Lets see how many drones are shot down..........
It seems ET Fails to read what it posts.. what kayani said is that Air Force will respond and troops will more equipped on the western border..
read below explains better http://www.pakistantoday.com.pk/2011/12/coas-suspends-command-chain-system-to-counter-aggression/
You're the man Kiyani. Give me gun I'll be volunteer
It was not a bold move; everything planned, everything foreseen; another established move - infact another carrot to the nation..
Need to deploy anit air craft missiles and guns. Also to keep airforce alert like used to be the case when USSR had occupied Afghanistan. I still remember our fighters had shot down so many russians fighter aircrafts. Give the soldeirs the teeth other wise they would not be able to shoot down helicopters and aircrafts with just machine guns. We would become a laughing stocke if attaked again and we are unable to shoot down their aircrafts. NATO and US would repeat it. It is the matter of time. So from now on be ready
@Ilyas Hussain
Do you know that Pakistan lost all wars against India? Our army can do nothing against NATO's technological superiority. You are right about an insurgency, but you don’t need an army to wage an insurgency. The purpose of an army is to defeat the opponent in a conventional war
will see what happen in future.
Pakistan Army and Government should take this action after the first attack. Lets see, how much applicable it will,,,,,,,,
Just an eye wash... making us, the dumb, even dumber...
Well done General !!! we need to change the direction and aim of our Nuclear Missiles as well rather pointing them at India only.
I hope and pray to see this decision in action, let me know if you need me Mr. Kayani, I will stand shoulder to shoulder with your troops and fight.
US NATO: Potential Threats
India: Potential Friend
It took lot of time and lives for Pakistan Army and Gen kyani to take this decission .Hope he is able to stand by it .An great decision .Generaly the universal principle is if any one attacks you ,one has to respond in self defense .
Such brave announcements serve to divert attention from a dysfunctional economy and non existent health and education facilities...
Bowsn and arrows are being issued...
Take money from NATO to buy arms, etc and then attack NATO!!! Isn't that funny?
isit a news? i mean to say if Nato attack pakistan soldier then it is the right of soldier to save his life by defending even if kayani say no.
kayani should say if nato attacks again we will declare war against NATO/US. dont underestimate pakistan.
@BruteForce: Iraq has WMD's................ USA
i think this is a very bold move by KAYANI, we need to tell US and the rest of the WORLD here, that we are not like other countries such as AFGHAN and IRAQ, we are independent nuclear power.
Talk is cheap. Ab ke se to marna. We are going to be "normal and business as usual". The army would let the civilian govt make the "all is fine" statements. A win win situation for the army. Only if our generals let their actions do the talking and defend the borders and not the International politics everything would be fine.
@Gul Khan: @BruteForce:
**Allah –O-Akbar**
Thanks to spend your time and your respected thoughts but it will not happen any more. We know much better what to do in the future and we have our own team. Countries made with the public not with armies and financial support… …. !!!! __ !!!! ….
I think Pak troops returned fire this time also. Or they were just sitting ducks against the NATO attack? No one fired back? Am I missing something here? Sorry, I don't understand what Kayani is talking about...
Hearing this for a long time. Statement like this always come after such incidents happen. General Sahib we need action, can't take your words anymore. We have been listening and honestly trusting our leaders word for the past 60 plus years and still not much has happened. Its time to rise and show some action.
The latest instructions means that NATO forces were allowed a free run previously and Pak security forces could not retaliate even if attacked by them. Unbelieveable arrangement.
yss this is what the response should be not just condemnations etc. Great decision!
Although this is a much required step, such orders should have been in place much earlier. As they say, fool me once... NATO has fooled us several times, and now these measures are being taken in shame.
Sir would you like to brief us on WSJ investigative report which states it was a jointly planned attack and army also cleared the attack on the forces as they were not aware of presence of this temp camp....
Pakistan and its Millitary means some serious business this time around.this loud and clear message alone will be more than enough for the pampered US and NATO troops to be extra cautious while contemplating about ''friendly fire'' in future. military command should make sure that all the border posts get anti aircraft missiles.that was the only thing missing last time and consequently we ended up losing our brave soldiers to that savagery.
China!! Please help us!!
Exactly this is what Taliban wanted and they succeeded.
So, is USA going to use Afghan soil to launch attacks on Pakistan?
It used Pakistani soil to launch attack on Afghanistan.
What is so bold and great about it? Any unit and its detached components deployed in operational areas if come under fire are expected to return fire.
@Arjun! brother I guess there's a long story behind that. When they threat that we'll deploy our forces on the eastern border, its an indication to the NATO that your problems would increase in form of easy militant infiltration through the western borders if we remove our forces from there.
will they fire at drones too???
So what exactly the soldiers in check posts possess to retaliate with? Machine gun? Of course the soldier in the check post cannot call in the air force. It’s all posturing for public consumption.
WWOOWW !!! atlast ..... way to go man .... lets see who blinks first ....
retaliate to US & NATO??? we will be bombed back to stone age.US is equal to 100 pakistans
To be seen!
As per diplomacy and military technicalities, this is really a very bold move. We back our army. And as AKD stated yesterday,we ask our army not to worry for economics or other after effects, just retaliate the next attack if any. We want to see our forces with the upper hand against all enemies.
What about Pakistan Air Force? Are they allowed to restrict the NATO Air violations???
Soldiers in checkposts cannot do anything against NATO air power.
Well Judging from the past experince I am not going to bet on your words Mr. kayani, You talk the talk Lets see if you can walk the walk
Waiting to see Kiyani lay down arms with 600000 army.
return fire with what.......
If this is a placatory move, then India will be happy. But if this is not so, then it has come at the right time. Only time will tell.
The troops have to be re-equipped at the border with better armaments and nutritional supplies. Air support will be more than welcome and will be the balancing factor. Otherwise the eyeball-to-eyeball situation will remain a variable factor leaning towards NATO and ISAF. Salams to our troops, Pakistan and General Kayani
I hope such situation never arises and both sides keep their cool before pulling the trigger but at the same time, I would strongly back relatiation and not warning shots(in such situation, if one prefer warning shots he will be hit by a a bullet before even getting a second chance) as this is no-more un-intentional; friendly fire or anything. If we die; we need to take them down with us. no more compromise. Pakistan Zindabad.
This is what US wants. US wants Pakistan to declare war against America, which is not in interest of Pakistan. Kiyani shall not come in pressure from the public and other organisations. Even without announcing war, our intelligence agencies can take revenge right in the heart of Kabul without even leaving a single evidence. And such covert war using the proxy army against NATO in Kabul will further deteriorate US position and has very less effect on Pakistan.
I thought that was a given. I thought that's what borders and the army defending those borders were for. The F-16s should have gone for the Nato plane that murdered those soldiers in cold blood and thought about the consequences later!! May Allah (swt) bless those souls and give some guts to our army generals.
GREAT, WELL DONE MR. KAYANI, for your bold step.
So what ? Pakistani militants ( NATO says Pakistani army too is involved , remember Kargil ? ) have been firing into Afganistan. No one is going to get scared of Pakistani firing. If anything it may invite bigger retaliation.
This had to happen, NATO has attacked in a more or less similar manner in Pakistani soil not once or twice but six times during the past few years..Enough was always going to be enough at some time....its just that nation needs to be with Army and politicians also need to be with them....only then army can steadfastly and determinedly defend... moreover be ready for aid stoppage or similar offensive diplomatic actions because when the oppressed try to spring upwards then such things may happen...so wither stay like a sitting duck and keep on saying yes......or behave like a strong unified nation and face consequences bravely....
do it Kayani!!!
Lets see if that really happens. I will believe it when this actually takes place. Knowing the ruling class, i highly doubt it. As you all know barking dawgs seldom bite.
Wait....WHAT? Isn't NATO on your Western border? So if you get threatened on your western border, you'll move to the eastern border?
I think it's more of a surprise that this needs to be announced.
Reducing command and control functions by either side isn't a solution to this issue - it exacerbates the problem.
Excellent Decision. Finally the hope has returned
Pakistan Zindabad
Would the local commanders also retaliate, if NATO forces are disguised as Taliban.
Finally..now if the air force will also comply then whole nation will standup and defend the country.
I thought that NATO killed our 24 soldiers in cold blood after we returned fire...return fire...tou kiya phir 24 jawan marwana ka program ha?
Great News, at last.
