Promotions: FBR taken to court over ignored officers

Barrister Farough A Naseem requested the court to summon the entire record of the promotion cases.

The Federal Board of Revenue (FBR) was directed by a division bench of the High Court of Sindh on Thursday to come up with an entire record relating to the promotion cases of senior officers along with comments.


The bench, comprising Justices Gulzar Ahmed and Imam Bux Baloch, earlier heard two separate but identical petitions filed by officers of ‘Inland Revenue’, including Saleem Butt, Zarina Zaidi, Shaheen Niaz, Sultan Razi, Hameed Sangi, Rukhsana Saeed and another who maintained that they were legitimate expectants to promotion to the next higher grades but have now learnt that their juniors are being promoted while the petitioners are being ignored.

Barrister Farough A Naseem, appearing for the petitioners, argued before the bench that the act of the respondents ie not placing the files of petitioners before the Central Selection Board (CSB) was in violation of the law, procedure and rules.

He submitted that even incorrect figures were given in the Performance Evaluation Reports to manage the promotion of blue-eyed officers, misguiding the CSB.

He requested the court to summon the entire record of the promotion cases.

The bench, allowing the request, also ordered the respondent, the FBR, to come up with entire record of the promotion cases and to file comments besides submitting the PERs along with other relevant records on November 11, the next date of hearing.
