US Secretary of State Hillary Clinton suggested in comments this week that Washington would not shut the door to the Haqqanis – blamed for high-profile attacks in Afghanistan – in any peace arrangement.
The Haqqanis saw the remarks as an attempt to divide Afghan insurgent groups and believed only the top leaders of the Taliban should negotiate, said the commander.
"We had rejected many such offers from the United States in the past and reject this new offer as we are not authorised to decide the future of Afghanistan," he told Reuters.
In an interview with Reuters, Clinton did not spell out who the United States believes should speak for Afghanistan's insurgent groups and said it was too soon to tell whether any of them were serious about reconciliation.
Inclusion of the Haqqani network in a hoped-for peace deal – now a chief objective in the Obama administration's Afghanistan policy after a decade of war – is a controversial idea in Washington.
Officials blame the group for last month's attack on the US embassy in Kabul and a truck bombing that injured scores of American soldiers.
The CIA has been using remotely piloted drone aircraft to hunt down leaders of the Haqqani network in northwest Pakistan, where it says the group enjoys sanctuaries.
A suspected US drone strike killed a close aide of the commander of the Haqqanis in Pakistan's North Waziristan region on the Afghan border on Thursday, intelligence officials said.
The strike came as US special representative Marc Grossman arrived in Islamabad to meet top officials and mend ties strained by recent US allegations that Pakistan is supporting the Haqqanis.
Jalil Haqqani, 33, who helped organize the Haqqanis' operations, was one of four militants killed when two missiles allegedly fired by a US drone struck a house in a village, the officials said.
The senior Haqqani commander denied the report and said Jalil had no link to the group.
The Haqqanis, led by Sirajuddin Haqqani, have emerged as a major source of tension in US-Pakistani ties, with former chairman of the Joint Chiefs of Staff Admiral Mike Mullen calling them a "veritable arm" of Pakistan's spy agency, the Directorate of Inter-Services Intelligence (ISI).
"Jalil was a highly trusted companion of Sirajuddin. He had been with the Haqqani group for a long time and was tasked with handling communications," one intelligence official said.
The official added that Jalil was Sirajuddin's cousin.
In a second attack, a suspected US drone fired three missiles at a group of militants in the South Waziristan border region, killing six, according to intelligence officials.
Pakistani officials have angrily denied US allegations that the country is helping militant groups such as the Haqqani network strike at Nato and Afghan targets in Afghanistan, including the Sept. 13 attack on the American embassy in Kabul.
Sirajuddin said recently his group felt secure enough to operate freely in Afghanistan and had no need of safe havens in Pakistan.
Sirajuddin told Reuters in September that his group would take part in peace talks, but only if the Afghan Taliban did so as well, a position reiterated by the senior commander.
"The Haqqani network is not a separate movement. It’s part of the Taliban and it cannot hold any separate talks. We are Taliban and Mullah Mohammad Omar is our leader," he said.
The United States has been pressing Pakistan to take on the Haqqanis in order to help Washington stabilise Afghanistan as much as possible by the end of 2014, when all Nato troops are due home from Afghanistan.
Grossman's visit comes at a time of some of the worst tensions in US-Pakistani ties, already badly strained after a May 2 commando raid killed Osama bin Laden, who had apparently been living in a garrison town near Islamabad for years.
Grossman held meetings with Pakistan's president, prime minister, the powerful army chief and the foreign minister.
"We talked about how we can continue, in a systematic way, to identify the interests that we share with Pakistan, and there are many, and find ways to act on them jointly," he said at a media appearance with the foreign minister.

Why make peace with a group that kills civilians and justify it? I mean seriously, the only thing my government, U.S.A., should be serious about is getting rid of these these clowns.
Why Pakistan allowed the Taliban to thrive in the first place is beyond comprehension, and Pakistan is now reaping the benefits of that support, as well as my government when we should have helped the Afghan people when the Soviets left.
The world would be better if we, the U.S.A., stopped trying to police the world, and lead by example. We need to stop paying the Pakistan government money to be our friends, and any other government for that matter, because they should be paying us, the U.S.A., to be their friend!
I would hope that these killer terrorist networks are dealt with eventually. It will either happen by a bullet, or by their deity, and when their deity asks, why did they kill innocent people, I hope they have a real good excuse because I'd pay to hear it!
Just cut off ALL aid and IMF loans to Pakistan and all these terrorists will be finished in a couple of months.

Assalam-o-Allaikum Warahmatullah.If USA shows honesty and sincerity in peace talks with Haqqani/Taliban/Alqaeda network then in this condition USA shall have to leave Afghanistan and thus USA's dream of monitoring the South East Asian countries especially Iran,China and Pakistan shall never be fulfilled and USA doesn't want and shall never want it that USA leave Afghanistan at all costs.In fact USA wants to stay in Afghanistan for ever and for this purpose US' leaders definitely and furtively would be planning to build US' bases in Afghanistan and suppose if any peace agreement is written amongst the Taliban/Alqaeda/Haqqani,Afghan government,Pakistan and USA then US' leaders will include this that allow u to deploy our troops and allow us to stay in Afghanistan forever and for long term peace and tranquility in Afghanistan.
Oh my. This basically means Pakistan has been actively protecting the Taliban intentionally one way or another while claiming otherwise. I don't think I could give a better example of a double game than this one.
It appears Pakistan has never been an ally. I guess that makes them an enemy. I don't care how inconvenient it would be to cut ties with Pakistan. It basically means Pakistan was the Taliban's strategic asset. Not the other way around. If the trade off is self respect for a cheaper route, I choose self respect. Getting information from Pakistani p.o.w.'s is just as easy, if not easier and would probably be more accurate. If the economy is the worry, then it now makes sense to declare war with Pakistan. Getting rid of involvement with them will save more than enough money to use the other routes and cripple some of the biggest safe havens. It's dealing with Pakistan that will actually end these things on a good and safe note.

Why do all the newspapers refer to Kiyani as the 'powerful army chief'. It would have been appropriate enough to just call him the army chief. All the power has dissipated from his position, or any other army chief for that matter, the day the first drone attack happened. Pk army seems to have the same level of 'power' as the police, and similar level of incompetence and corruption, as the police - they just wear a different colored uniform!

Literally speaking the word "Peace" has nothing to do either with Haqqanis or other factions in Afghanistan. Feast days are those when foreign troops land on their soil. If not then they fight with each other. It gives them satisfaction and cause to live. They like this style of life. This is the reason that others use them because they know their main weaknesses. It is better to leave them on their own. They are neither interested in democracy nor any other type of rule. Just imagine, Al Qaida, Afghan Talibans, TTP and their several branches both in our and their country. Let them decide their future plans the way they like.

Haqqani Network can not say yes or no but need to obey. Talks to the media by the fringe elements make not newsworthy.But causes confusion and disruption.The current issue choce of a political settlement or defeat. Haqqani’s are not in Pakistan so why is this front page news on a Pakistani Newspaper. I checked the Reuter’s web site, this story is not on their website at all. It shows that----something is fishy.
Haqqanis are justified to be unhappy with US since they are the future rulers of Afghanistan but not been invited through proper protocol to White House for one to one talks with the US President.
Haqqani is a criminal and warlord and does not deserve attention.

Through these new offer of talks Americans are gaining time to do some new game or a blunder in this region otherwise Americans are not sincere to them selves ,every where might is used ruthlessly towards its friends or foe.That is the dilemma with US.
US has never been sincere in its dealing into WORLD AFFAIRS ...its nothing newi but how sincere you are Mr.Haqqani in peace? If really sincere...call truce for a limited time and offer for peaceful negotiations.This will either blow up the facade of PEACE from US face are expose your intentions.
If America is really sincere in dialogue reagrding Afghan war then they should talk with Mullah Umar directly instead of looking of small group Leaders. This will not solve the problems. Talibans are also Afghans and cannot be seperated from other Afghans.
