The state and militancy (III)

KARACHI: With respect to Asfandyar Khan’s article, we need to develop a comprehensive counter-terrorism strategy based on an understanding of militant tactics. For this we need to empower the National Counter Terrorism Authority. The state is responsible for the safety of its subjects and any measures which are deemed necessary must be taken. That said, the citizens must play their role as they are primary stakeholders in the conflict.
