About 20 people were on board a bus when unidentified gunmen appeared on a motorcycle and opened fire at the vehicle enroute to Hazara Ganji.
Conflicting media reports stated that the passengers were lined up and subsequently shot by the assailants.
Express 24/7 correspondent Mohammad Kazim reported that the passengers were on their way to the fruit and vegetable market when the assailants opened fire.
"The bus was carrying people mostly from the Hazara community who were returning from Quetta," senior police Hamid Shakeel told Reuters.
"Four gunmen riding two motorcycles opened fire on a bus in the outskirts of Quetta," local police official Hamid Shakeel told AFP.
"The death toll has risen to 14. Two of the injured who were in critical condition died in hospital. Now 13 Shiite Muslims and one Pashtun have been killed in the attack," he said after initially putting the death toll at 10.
Meanwhile, police have cordoned off the area and initial investigations of the incident is underway.
Sectarian violence is on the rise in Quetta as 26 Shia pilgrims were killed in a firing incident last month in Mastung, about 30 kilometres southeast of Quetta, when a group of armed men attacked a passenger bus carrying Shia pilgrims from Quetta to Iran.

The Mastung attack was claimed by banned militant outfit Laskar-e-Jhangvi.
Protesting violence
Up to 400 furious Hazaras demonstrated outside the Bolan Medical Complex where the wounded were taken for treatment, condemning the government for inaction over sectarian groups, said police official Wahid Bakhsh.
Angry protesters also reportedly set ablaze the bus that was attacked by the assailants.
"These are not random killings but demonstrate the deliberate targeting of the Shia by armed groups," said Amnesty's Asia-Pacific director Sam Zarifi.
"These attacks prove that without an urgent and comprehensive government response, no place is safe for the Shia," Zarifi added.

The rights group said it had recorded details of at least 15 attacks specifically targeting Shiites across Pakistan.
"Continued failure to address sectarian violence will only exacerbate the general breakdown in law and order in Pakistan," it said.
Pakistan's own independent rights watchdog said the killers had been emboldened by a persistent lack of action against sectarian militant groups, which have been implicated in thousands of deaths in past years.
Tuesday's attack "exposes once again the diminishing writ of the state", warned the Human Rights Commission of Pakistan (HRCP).

Balochistan is also rife with militancy and a regional insurgency waged by separatists who rose up in 2004 demanding political autonomy and a greater share of profits from the region's wealth of natural resources.

Sectarian killings: Hazaras wake up to another day of horror
In another ill-fated day for the increasingly vulnerable Hazara community, a local bus was attacked early Tuesday morning leaving 14 dead.
Of those killed in the attack, which occurred on a highway in Akhtarabad near Western Bypass of Quetta, only one person was not from the Hazara community.
Capital City Police Officer Ehsan Mehboob said the bus was carrying more than 20 people and was on its way from Kirani to Hazar Ganji, on the outskirts of Quetta. People from the Shia community often travel on this route to purchase vegetables and fruit for their shops in Quetta.
The bus was intercepted by a pickup that swerved in front of it and blocked its path. Assailants opened fire after distinguishing the Hazaras, said Deputy IGP Hamid Shakil.
The security vacuum in Balochistan has caused so much fear that ambulances did not reach the site for fear of another attack. The driver of the bus had to take the bodies and the injured to the hospital himself. “No one had the courage to shift the victims to the hospital,” the driver told reporters at the hospital.
The bodies and injured were taken to Bolan Medical Complex. The injured were then sent to Combined Military Hospital because of inadequate security and a lack of facilities.
Inspector General Balochistan police suspended the SHO of the Shalkot police station, in whose jurisdiction the attack occurred, while 10 suspects were detained.
The incident sparked protests in different parts of the provincial capital.

I am really very sorry at the demise of our Shia brothers. Nothing could be more barbaric than to kill an innocent human on the name of religion, sect, or ethnicity. At the same time I have a question for my Shia brothers, where were they when Ahmadis and other minorities were getting discriminated and killed by the religious and secular authorities? At that time, you were either silent or with the authorities. Now this nation has become so heartless that they do not care about anybody other than themselves. If not directly, indirectly you are part of this psychosomatic state of this nation. I wish you had the courage to follow Hazarat Imam Hussain in real sense and called a spade a spade at that time, openly and clearly. Anyway, if authorities and people could not fix the root cause of this insanity, Brailvis will be the next target. Apart from theological differences, people need to stand up against injustice and compulsion on the name of religion or sect. Selective justice always haunts you in one way or other.

Lot of Pakistanis who hate secularism must do some rethinking since Islamic Republic of Pakistan due to intolerance is close to disintegeration. Being secular is not Hinduism but giving equal respect to all religions and allowing all to practice their own faith without fear. Some of my Pakistani friends would quote some incidences of the past in India but they donot not happen on regular basis unlike Pakistan. I am happy for all minorities in India especially for my Muslim brothers that there is no discrimination against them which is the ultimate truth as I too belong to a minority community.

First of all, my sincere condolences to the bereaved families. Here is how we can stop this:
Remove all references to religion in our constitution. Pakistan has an overwhelming 97 % Muslim majority, and Islam and Muslims were never in danger here. If anyone needs protection, it is minority groups under the present state of affairs. Close Madrassas that preach hate against other denominations (I expect 99.99% of madrassas will close!) Islamiat curriculum to include an introduction to Islamic History and world religions. Teach that it is not right to resort to violence to settle religious differences. The state should not become party to religious disputes in any way. Vigorously prosecute anyone who incites or attempts to incite violence against any group or individual based on their religious beliefs. Teach the majority that minority groups have also contributed to Pakistan since its inception. Name roads, universities and public buildings after some of them. Try and teach reason and rationality rather than dogma and ritual.All these steps have to be taken by the majority, and the mindset that promotes violence in the name of religion (the extreme/fringe element, but rapidly increasing), advocates discrimination based on religious belief, or teaches contempt of individuals or groups based on religious beliefs, needs to be changed. If not, this will continue and become worse, and after the minority groups have been all killed or driven out, this will extend to groups within the majority.
Unfortunately, the majority is nowhere close to swallowing this bitter pill, and the disease is far more pervasive than would be cured by just arresting and prosecuting the perpetrators of any one incident......

No words can heal the wound left on soul of the people who lost the loved ones. I sincerely pray for the strength to them to overcome this unimaginably deep grief and sense of loss. I still remember what happened in Quetta on April 4th, 2004. It was Yaum-e-Aashoor, the rally was attacked and Hazaras in retaliation took arms and burnt major markets of Quetta. Something like that is going to happen it seems!

The Hazara (Changezi) community is the pride of Balochistan. This small close knit community encompases the major portion of the province's represntation in the armed forces, acedmic scholarsips, public sector and social work.
I dont believe that illitrate good for nothing tribals of hte area have any right to impose their caveman judegement let alone killings on this community.
I think there should be stringent provincial sanctions placed on the province unless they can root out the people responsible for this and the ones who prove them.

I believe, its time now to make PAKISTAN a SECULAR country and remove all references to ISLAM in particular from the constitutionso that the religious bigots can no longer use religion to propagate hatred.
Shameful situation for Balochistan Govt who are completely fail to provide security or they wants to do so, so these Jhangovis and Taliban are openly killing the Shias is Balochistan. Balouch are nationalist and they are not religious tic minded. these are only the rediculious and extremist talibans who are doing daringly.
The IG and DC should be suspended immediately and the Govt. should show there will to stop these brutal killing.
I am a sunni and I am deeply deeply saddened by this incident.

It is tragic incident and i m very much sad. Who is doing this for what cause? No Muslim can do this. It is a Big conspiracy to divide us. Government of Balochistan is a complete failure. No culprit has been brought to justice till date. In stead of providing security to the HAZARAS it should have arrested the criminals. Pakistan Army should intervene, take control of the city, conduct raids and kill the terrorists without trial. This is the only way to ensure peace and rule of law. Otherwise, Pakistan is not safe for its innocent citizens and the Government should ask United Nation to send peace force in the country like in Kosovo, Haiti, Congo and Liberia etc.

SSP, LeJ and other sectarian terrorist groups are the product of Afghan jihad and Saudi-Iran proxy war. Good taliban killed thousands of Shia Hazara during the 90s civil war, including Iranian diplomats. And hatred for different sects is nothing new; you can log on to websites of madrassas and read fatwas about people of other sects.
There are Shias beside Hazaras, but WHY are they targeting only HAZARAS??? Its not the question of who but why, what is the concept of killing innocent people??? In Islam itself, taking lives and giving lives goes only to GOD, why are they helping GOD which everyone knows that GOD needs no help.

Unfortunate incidents are taking place in Baluchistan and the government has become silent spectator.
Killing of Shia community people in Quetta took place as some people want that violence should erupt between Shia and Sunni community ahead of the month of Moharram.
IG Police of Baluchistan should be suspended with immediate effect and inquiry should be held against him as why he fails to prevent the killings of innocent people, as this is his basic duty to secure the lives and properties of the people of Baluchistan and for that he is been paid off by the government.
In past in Iraq, now Pakistan what could be the reason?

Also, they can provide some facilities like education, jobs, Health Care. We are also as much Pakistani as the rest of populace.Why are Indians, Israelis, Americans and other foreign powers killing Shias and other secular leaders? Perhaps the Whabi/Salafi/Taliban have nothing to do with it? When would we stop lying and stop killing our innocent civilian minorities and smaller Muslim sects?
