The nuclear-armed Muslim state has suffered two consecutive years of floods but has been at increasing risk of international isolation since US troops found and killed Osama bin Laden near the capital in May.
"Somehow the present flooding and the humanitarian impact of the present flooding has not yet picked the interest, the focus of the world," said Ramiro Lopes da Silva, deputy executive director of the World Food Programme (WFP).
"If we have no resources, we have no response," he told a news conference in Islamabad after visiting the flood-hit southern province of Sindh.
On September 18, the United Nations led an appeal for $357 million in emergency funding to shore up rescue and relief efforts for millions of people suffering after floods swept away homes and farm land in southern Pakistan. Last year, the UN had led an appeal for $1.9 billion in one of the worst natural calamities of the past decade, though support was shortcoming.
"The funding is not coming as swiftly and as fast at the levels it came to the response of the floods of last year," said Lopes da Silva.
"Donors are being challenged by the level of resources required to address similar needs of humanitarian situations across the world," he added.
Last month, the United Nations said only the Japanese government had pledged $10 million in response to the appeal.
The Pakistani government says more than 350 people have been killed and over eight million people affected this year by floods, following the 21 million hit last year in the nation's worst ever disaster.
The WFP official said three million Pakistanis were in urgent need of food security and said the UN agency would help "2.4 million of those severely affected by food insecurity".
Pakistan has been forced to fend off charges of mishandling the crisis by failing to invest in adequate measures to mitigate against seasonal rains, after last year's floods caused losses of $10 billion.
The country has faced increasingly trenchant criticism in the West for its alleged double dealings with militants opposed to Indian rule in Kashmir and fighting American troops in neighbouring Afghanistan.

Pakistan is the only Muslim country with a Hindu mind set. There are high class, low class Muslims in Pakistan. No high class Muslims will marry off their children in a low ( Kammi ) class Muslims.

Let us get the chronology correct in the first place. Pakistan failed the International community first. And they turned away now.

There is a lot of relation if you wonder why a nation that can afford to spend huge amount of money on nukes and a huge military does not have as a priority the care of its poor citizen.

These lines in the article have nothing to do with the failed response from the international community. The global community is tired of seeing Pakistan, as a national priority, spend huge sums on nukes and military and then asks for others to help out their poor. If taking care of the poor is not Pakistan's priority, then why should it be a priority for other nations?
Interesting... , constantly asking others for help for own national calamities is not against ghairat. (India too had a flood of same magnitude as Pakistan but India did not ask international community for aid). - Lying about reforms that you intend to implement while getting loans from international donors is not against ghairat - Allowing people on your soil that attck other countries and saying you have no control over them is not violation of sovereignty/ghairat
But continuing to build nuclear stockfile far beyond what is necessary for mutually assured destruction while country has no money to pay for its fuel and cities have upto 18 hours of loadshedding IS very ghairatmand
I hope it does not become Myanmar or North Korea like situation where world wants to help the people but still cant do anything.

Who can blame the international community for not being interested in donating money this year?. We have a history of misusing the donated money on nurturing our "strategic assets", rather than on the needy.
Give up strategic assets, give up nuclear blackmailing of the world , abjure the tamed international goons on your soil and start behaving like a nation of normal human beings....then see the difference!
Flaunting an identity like that does Pakistan really expect the world to come to its help? One should learn to walk before one runs. How can Pakistan expect world to come to its rescue when it is wasting its money on being the fastest growing nuclear arsenal in the world?
It expects world's money on its troubles, yet It spends so much time lecturing the world how it has done so much for world safety, while it propounds on its distinctions of good, bad & ugly Talibans and why its interests in Afghanistan are so important, while ignoring others interest in having a Afghanistan that's not run by Pakistan's ISI and bunch of terrorists like it was prior to 9/11???

A country which spends half its budget on army, produce and maintain nuclear arsenal, awards million rupee gifts to undeserved people is unable to feed and shelter helpless poor uprooted by regular floods. No political leader is talking about these unfortunate citizens leave alone their contribution.
Instead of begging, year after year, the Nuclear Powered Pakistani Government should give serious consideration to reducing expenditure on its misplaced policies of strategic depth, and double dealings with Islamists. One wonders if it is the same country which has the fifth largest army in the world and a growing stockpile of nuclear weapons while its citizens are flood ravaged, and the country keeps appealing for aid for one reason or the other every year.
It's an unfortunate bi product of having a terrible international reputation. You have a reputation for misusing donations and last year you even removed USA labels from donated items. Everyone feels sympathy for the victims - unfortunately it's difficult for international donors to distinguish the victim from Pakistan.
Maybe no one believes how Pakistan would spend this money.
International community should now "do more" to help the sick and poor flood-afflicted people destitute of food, clothing and shelter.
