HYDERABAD:

The absence of permanent appointments to key positions at the Board of Intermediate and Secondary Education (BISE) Hyderabad has deepened its administrative crisis, raising fears of further delays in the announcement of Class IX and XI examination results and potentially depriving thousands of students of the opportunity to benefit from the prime minister's Chromebook scheme.

Meanwhile, BISE employees staged a protest on Monday against the suspension of Deputy Controller of Examinations (Top Secret Branch) Ejaz Kaka, accusing the Universities and Boards Department of victimising officials who resist what they described as arbitrary decisions by deputation-appointed officers.

According to BISE sources, the posts of chairman, controller of examinations and secretary remain without permanent appointments, with officers either holding additional charges or serving on deputation. The arrangement, they said, has compounded administrative difficulties and disrupted routine operations.

Board of Intermediate Education Karachi Chairman Faqir Muhammad Lakho currently holds the additional charge of BISE Hyderabad chairman, while Mehran University Assistant Professor Shakeel Laghari has been appointed controller of examinations on deputation. Deputy Secretary Fatima has been assigned the additional charge of BISE secretary.

Other officers are also performing duties beyond their substantive positions. Assistant Controller Salahuddin, a grade-17 officer, holds the additional charge of deputy controller of the Secretariat Branch, while Assistant Secretary Muhammad Uzair Khan has been given the additional charge of deputy secretary, a grade-18 position, sources said.

The lack of permanent appointments has reportedly affected the issuance of academic certificates, with students and parents making repeated visits to the BISE office because of delays in obtaining the required signatures. Sources attributed the difficulties partly to the acting chairman's limited availability at the office.

The uncertainty has also affected the compilation of Class IX and XI examination results, with sources warning that their announcement could be delayed further. The delay has raised concerns that a large number of Class IX students in the Hyderabad region could miss out on the prime minister's Chromebook scheme.

Laghari was initially appointed controller of examinations for one year on deputation. After the completion of his tenure, the department issued a notification on June 23, 2026, extending his deputation for another six months instead of appointing a permanent officer, according to board sources.

Separately, employees protested against the suspension of Kaka by the secretary of the Universities and Boards Department, Sindh. Demonstrators gathered in the board premises wearing black armbands and chanting slogans against the decision.

Addressing the protesters, Shahid Mirani, Mumtaz Gadi, Anwar Bhatti, Akhtar Ali and other employees alleged that officers unrelated to the board's administrative structure had been placed in senior positions, while Kaka was suspended for opposing their alleged arbitrary actions.
