The move is seen by some analysts as a compromise with one eye on a future settlement in Afghanistan. The Haqqanis are likely to be part of a political settlement in Afghanistan when the US withdraws its military presence. If the entire group is branded a terrorist organisation, this could be a stumbling block in future negotiations, as the US will have already tied its own hands. Alternatively, the move could be viewed as a stepping stone to designating the Haqqani network a terrorist organisation outright. Either way, for now the US has not closed the door to future talks with the group.
Under Executive Order 13224, the five individuals have been accused of providing financial, material or technological support, or acting for or on behalf of terrorist organisations in Afghanistan and Pakistan. Under the law, US citizens are now barred from engaging or transacting with them, and any assets under US jurisdiction will be frozen.
The five individuals include Abdul Aziz Abbasin, described as a key Haqqani Network commander, and the Taliban shadow governor of Orgun District in Paktika, Afghanistan. Abbasin has been accused of training fighters in Paktika, ambushes of supply vehicles, and transporting weapons to Afghanistan.
Also in the list of designees is Hajji Faizullah Khan Noorzai, a Taliban financier and facilitator of Taliban training and operations. The Treasury Department said Faizullah had helped move Taliban suicide bombers from Pakistan into Afghanistan in 2009, and also operated a madrassah near the Af-Pak border, which not only raised funds for the Taliban but also provided their fighters with training.
His brother, Hajji Malik Noorzai (Malik), a Pakistan-based businessman, has been accused of investing the Taliban’s finances, and handling a “hawala account in Pakistan that received tens of thousands of dollars transferred from the Gulf every few months to support Taliban activities.”
Abdur Rehman, a Taliban facilitator and financier, has also been placed on the list. “Rehman is also a former provincial-level JEM leader, once serving as the primary point of contact for JEM in Karachi,” said the Department of Treasury. Fazal Rahim, the fifth individual on the list, was arrested in May 2010 by Pakistan, and has been accused of being a financier and facilitator of Al-Qaida and the Islamic Movement of Uzbekistan.
The Department of Treasury added Lashkar-e-Taiba leaders Zafar Iqbal and Hafiz Abdul Salam Bhuttavi to its list of designees.

Pakistan would do well to steer clear off the treacherous path of terrorism. There is no way we can support an extra constitutional set up like the Haqqani Network. It won't help to be accused that we aid and help terrorism in any way whatsoever. Time to come clean and earlier the better.

Just How is this paper sanction going to work, I wonder, These people do not depend on America or other Nato countries for survival or for their bread and butter. Sanctions on Al-Qaeda, OBL, Taliban and on others were really not effective especially if there is no support by the entire community.

Overall I think its a good move. We must clean this country from these trouble makers including TTP, LeJ, LeT, JuD, HuJi and what not.. ..stop this self destructing concept of "strategic asset" from establishment that only solves their fantasy and no benefit for common citizens. They have been playing this game for last 30 years to keep themselves in business. Time has come for common citizens to say that we want peace, jobs, and prosperity and will not blindly follow internal propaganda to create fear and always point finger outside to blame.

Impose military sanctions and take the money.Bomb Libya and help rebuild, make the money.Don't do anything about Kashmir or Palestine, no oil, no money, no nothing. Take the oil and give Federal Treasury Bonds, keep the money . Sell arms in a big way to oil rich countries, make money..Allow huge trade deficit with China, give Federal Treasury Bonds, keep the money.Give military aid to countries like Pakistan, to keep the war machine going, make the money.Fight a war in a no win situation, keep the military industries going,make the money.And then, hide the money and tell the world the US is going bankrupt to shake the money.At the end of the day, it's all about money. All secular and peace-loving Indians should condemn this victimization of Pakistan in the strongest possible terms. I want to ask on what grounds the Haqqanis, who are but an elderly group of social and political activists from Afghanistan, being charged with terrorism and criminal acts? Has the United States produced any watertight evidence in the International Court of Justice? If not, who gives them the right to label innocent Muslims as terrorists and point their cannons towards them? This is gross violation of human rights against the Haqqanis. My full sympathy with the Pakistani government, who have till now put up a stellar verbal fight against such gross, unabashed injustice.
Two more notches to go up: first a terrorist’s organization, and finally those supporting and funding declared as a terrorists state.
