Govt expands special pay scale policy to contractual posts

ISLAMABAD:
The federal government has amended its policy governing the appointment of civil servants to special pay scale and contractual positions, bringing contractual posts within the scope of the existing policy framework.
Previously, the policy covered Management Position Pay Scales (MPS), Project Pay Scales (PPS) and Special Professional Pay Scales (SPPS) positions.
According to an Office Memorandum issued by the Finance Division, the change has been made as a partial amendment to Office Memorandum No. 4(9)R-14/2024 dated July 1, 2025.
Through the amendment, the scope of the existing policy has been expanded to include contractual positions.
The memorandum states that if a civil servant is selected through an open competitive process for any of the specified positions in government-owned corporations, state-owned enterprises (SOEs), autonomous bodies or organisations of a similar nature, the official will be allowed to take up the position and will be treated as being on deputation.
Under the government instructions, all terms and conditions prescribed under the deputation policy will apply to such civil servants.
These include the terms and conditions laid down in Establishment Division Office Memorandum No. 1/13/87-R-I dated December 3, 1990, along with subsequent amendments made to the policy from time to time.
However, these terms and conditions will not apply where the existing special pay scale and contractual positions policy provides otherwise.
The memorandum also defines the scope of government ownership for the purpose of the policy.
It states that government-owned entities will include all organisations in which the government has majority ownership as well as administrative control.
The term "government", according to the memorandum, will refer to both the federal and provincial governments.
However, the terms and conditions under the revised policy will apply only to federal civil servants of the Government of Pakistan who proceed to take up special pay scale or contractual positions within the federal or provincial governments.
