MPAs briefed on K-P's share in 11th NFC

A meeting of the Khyber-Pakhtunkhwa Assembly's Standing Committee on Finance was held on Tuesday at the Provincial Assembly Secretariat in Peshawar, chaired by Committee Chairman Arbab Muhammad Usman Khan.

In response to a question from MPA Ahmad Kundi, the finance special secretary presented a detailed calculation of the net-hydel profit based on generation data provided by WAPDA. The report covered outstanding amounts from fiscal year 2015-16 through fiscal year 2026-27, including 5 per cent indexation up to September 2025.

On the occasion, a document titled "11th National Finance Commission: Fiscal Issues of Khyber-Pakhtunkhwa - August 29, 2025" was also presented. It provided the committee with a detailed review of constitutional discrepancies, the merger of FATA as a national priority, long-term risks facing the province's economy, fiscal challenges, and the need to bring the 7th NFC Award in line with the Constitution.

In response to another question from MPA Ahmad Kundi, the finance officials presented monthly estimates from WAPDA and the actual amounts received in the province under net hydel profit for fiscal year 2026-27, based on generation data.

In response to a question from MPA Askar Parvez, the Finance Department provided complete data on the compliance report concerning the Endowment Fund and its beneficiaries through the Auqaf Department.

In response to a question from Committee Chairman Arbab Muhammad Usman Khan, the Finance Department submitted a detailed written response.

Responding to a question from MPA Adnan Khan, Finance Department officials presented a detailed record of Khyber-Pakhtunkhwa's share under the 7th NFC Award over the past five years.

Committee members held an extensive discussion on the documents presented. The committee expressed satisfaction with some of the documents, while seeking further clarification and additional documents on certain points.

At the conclusion of the meeting, Standing Committee Chairman Arbab Muhammad Usman Khan directed Finance Department officials to ensure that the purpose of the standing committee—bringing innovation to government departments and ensuring accountability in every undertaking—is fulfilled, so that transparency in public resources can be improved and effective measures taken for public welfare.

The meeting was attended by committee members and Members of the Provincial Assembly (MPAs), including Munir Hussain Laghmani, Adnan Khan, Muhammad Nisar, Baz, Askar Parvez and Ms. Madina Gul Afridi. MPA Ahmad Kundi participated in the meeting via Zoom. The Special Secretary Finance, along with officials, as well as representatives of the Law Department and Provincial Assembly officials, were also present.
