Nothing 'unconstitutional or treasonous' about creating new administrative units: Kamal

Accuses PPP gov of 'worst governance', warns that the people of Karachi will take to the streets to demand rights

Muttahida Qaumi Movement-Pakistan (MQM-P) leader and Federal Minister for Health Mustafa Kamal on Sunday said that there was nothing "unconstitutional or treasonous" about creating new administrative units.

Addressing a large public gathering organised by MQM-P at Aftab Ground in Orangi Town on Sunday, Kamal stated that after the creation of new administrative units, MQM-P would itself fix and strengthen local government institutions.

Kamal stated that those who disagreed with MQM-P and were criticising the creation of new administrative units were actually "disagreeing with Zulfikar Ali Bhutto".

He noted that to create new provinces, a "two-thirds majority" was required from the assembly, adding further that there had already been 27 amendments to the constitution and there was "space" for one more amendment.

The MQM-P leader said that the government was not ready to accept "our existence, let alone provide resources and not ready to count us correctly".

"We knocked on the door of the federation over the wrong census. Even today, we do not accept the count of 2.3 crore as the correct figure. The health system has been destroyed. Without money, people cannot afford private education or health. Eighty per cent of Karachi does not have access to water, and our water is stolen and sold to us by tanker. They also sell jobs to our citizens by creating fake domiciles from our quota," he added.

Kamal said the Pakistan People's Party (PPP) had opposed the 26th and 27th constitutional amendments concerning local governments, adding that the federal government had asked them to withdraw their opposition to both amendments, as they could not be passed without the PPP’s support.

He stated that the people must decide whether future generations should continue to suffer or struggle for their rights, further alleging that Sindh’s provincial government had never accepted Karachi’s population or adequately recognised the contributions of those whose ancestors helped create Pakistan.

Kamal said that his ancestors had sacrificed around two million lives to end British rule, but alleged that despite this, "discriminatory quota systems" continued to be imposed in the province.

Referring to President Asif Ali Zardari’s remarks, Kamal said that Karachi’s population was more than 35 million, while the census had been halted after counting only around 13 million people.

He accused the PPP government of “the worst governance” and warned that the people of Karachi would eventually take to the streets to demand their rights.

Kamal stressed that Article 239 of the Constitution, introduced during Bhutto’s tenure, allowed for the creation of new provinces.

He argued that Punjab, Sindh and Balochistan were larger than hundreds of countries in terms of population and territory, suggesting that administrative restructuring should not be considered taboo.

Commenting on the fire at PIMS Hospital in Islamabad in which 14 children died, Kamal said he was deeply saddened by the incident and clarified that he had not blamed anyone for the deaths.

Turning to Sindh’s finances, Kamal claimed that Rs22,000 billion had been allocated to the province and questioned where the money had been spent, pointing to Karachi’s deteriorating condition.

The minister added that those running Pakistan had realised that the country could no longer be governed effectively under the existing system.

Kamal also announced that a gathering of Pakhtuns would be held at Sohrab Goth on September 27, adding that rallies would subsequently be held in Larkana after events in Karachi, Hyderabad and Mirpur Khas.
