PDL satellite connectivity shifted to UAE

Ex-CEO flags challenges, calls for shifting back to indigenous network

Pak Datacom (PDL) has shifted its satellite-based connectivity to Yahsat, a UAE-based satellite operator, for a major bank and some other institutions, which could pose security challenges to the country.

In a letter addressed to the secretary, IT and telecom ministry, former chief executive officer (CEO) of PDL Brig (Retired) Syed Zulfiqar Ali said that Pak Datacom had been providing satellite-based backup connectivity to more than 400 branches of the National Bank of Pakistan (NBP) for the past five years.

Recently, Pak Datacom shifted its satellite-based connectivity to Yahsat, a UAE-based satellite operator. Previously, the network was based on VSAT hubs in Karachi and Islamabad and used the PakSat satellite. This was considered a secure arrangement.

In contrast, the satellite is now UAE-owned, and the hub is also located in the UAE. Such an arrangement poses security challenges to the country, as the National Bank maintains all government accounts.

Although the company claims that it uses a virtual private network on Yahsat, the risk of compromise remains. An indigenous network is clearly a better choice, particularly when several options are available and considering the prevailing regional environment.

He has recommended that Pak Datacom must be instructed to shift the National Bank, Oil and Gas Development Company and AGPR networks back to a dedicated indigenous network based on PakSat, with hubs established in Karachi.

Pak Datacom is a listed company on the Pakistan Stock Exchange (PSX), with about 160 employees. Telecom Foundation holds 55% of PDL's shares while the general public holds 45%. Telecom Foundation is a trust that functions under the direct control of the Ministry of Information Technology and Telecommunication (MoITT). Therefore, the jurisdiction, control and influence of Pak Datacom rest with MoITT. The Chairman of Telecom Foundation is Zarar Hasham, Secretary of MoITT, while the Chairman of Pak Datacom is Zomma Mohiyuddin, President and CEO of Telecom Foundation.

PDL is closely associated with public-sector organisations, including the National Database and Registration Authority (NADRA), OGDCL, AGPR and National Logistics Corporation, regarding the provision and support of satellite communications (VSAT) equipment and networks. Security clearance of the company, PDL's board and management, and relevant employees is therefore mandatory for conducting business with sensitive organisations, in accordance with the prescribed prerequisites.
