Govt cancels all NOCs, permits issued to officials

Directs them to reapply under 2026 Conduct Rules

ISLAMABAD:

The Establishment Division has cancelled all no-objection certificates (NOCs) and permissions issued to government officers since 1964 under the Government Servants (Conduct) Rules, 1964, directing them to seek fresh approvals under the newly introduced Civil Servants (Conduct) Rules, 2026.

According to an office memorandum issued by the Establishment Division, all NOCs and permissions granted under Rules 6, 16, 18, 20, 21 and 22 of the 1964 rules have been cancelled.

Sources said the record of all NOCs and permissions obtained by officers since 1964 would be compiled afresh in light of the new rules. The Establishment Division has directed officers to submit fresh applications for permissions previously granted under the old rules.

Officers belonging to the Police Service of Pakistan, Pakistan Administrative Service, Secretariat Group, Office Management Group and other occupational and service groups will also have to apply afresh under the Civil Servants (Conduct) Rules, 2026.

The memorandum states that fresh permission will also be required for receiving awards, titles and honours from foreign governments, institutions or individuals.

Permissions relating to the disclosure or transmission of government documents and official information to unauthorised persons or the media will have to be obtained under the new rules.
