EDB tightens used vehicle import rules

Engineering Development Board (EDB) CEO Hamad Ali Mansoor has issued a comprehensive code of conduct for the import of used vehicles, stating that ensuring transparency, quality standards and consumer protection remains his top priority, according to an official statement on Tuesday.

Mansoor said only companies registered under the Companies Act, 2017 will be eligible for commercial import of used vehicles. Companies must define vehicle import as their principal business activity in their Memorandum of Association.

Compliance with tax regulations is mandatory, including a valid NTN and active filer status with the FBR. Commercial importers must also obtain a registration certificate from EDB. All import-related transactions must be conducted through authorised banking channels. Importers must establish or partner with a nationwide 3S (Sales, Service, Spare Parts) network and provide written assurance that genuine spare parts will remain available throughout the vehicle's life cycle.

Pre-shipment inspection will be carried out by EDB-approved bodies. Upon arrival, vehicles will undergo post-shipment inspection at the importer's expense. Importers must maintain digital records of all imported vehicles, including VIN numbers and inspection reports. A certificate of conformity in Urdu and English must be issued with every vehicle sold.
