The accusations have grown more blunt, the attacks more personal, and the reactions more punitive.
The top US military officer called the Haqqani network a “veritable arm” of Pakistan’s intelligence service on Thursday, and accused Pakistan of “exporting” violent extremism to Afghanistan.
“The Haqqani network ... acts as a veritable arm of Pakistan’s Inter-Services Intelligence Agency,” Admiral Mike Mullen, who steps down this month as chairman of the US Joint Chiefs of Staff, said to a US Senate panel.
“With ISI support, Haqqani operatives planned and conducted (a September 11) truck bomb attack, as well as the assault on our embassy,” Mullen said.

“We also have credible intelligence that they were behind the June 28 attack against the Inter-Continental Hotel in Kabul and a host of other smaller but effective operations.”
“In choosing to use violent extremism as an instrument of policy, the government of Pakistan – and most especially the Pakistani Army and the ISI – jeopardises not only the prospect of our strategic partnership, but also Pakistan’s opportunity to be a respected nation with legitimate regional influence,” Mullen said.
“By exporting violence, they have eroded their internal security and their position in the region. They have undermined their international credibility and threatened their economic well-being,” Mullen said.
Meanwhile, in a startling accusation on Thursday, the Guardian reported that the American Nato commander in Afghanistan personally asked Pakistan’s army chief to halt an insurgent truck bomb headed for his troops, two days before a huge explosion that wounded 77 US soldiers at a base near Kabul.
On September 8, General John Allen raised intelligence reports of the impending truck bomb during a meeting with General Ashfaq Parvez Kayani in Islamabad, the Guardian reported.
The report added that Kayani promised Allen he would “make a phone call” to try to stop the attack.
“The offer raised eyebrows,” the paper quoted an official with close knowledge of the meeting.
Two days later, an explosives-rigged truck ploughed into the gates of the US base in Wardak, 50 miles southwest of Kabul, injuring 77 US soldiers and killing two Afghan civilians.

The Guardian quoted Pakistani military spokesman, General Athar Abbas, as saying: “Let’s suppose it was the case. The main question is how did this truck travel to Wardak and explode without being checked by Nato? This is just a blame game.”
Aid with strings attached
Almost on cue, the US Senate Appropriations Committee passed a bill, linking US assistance to Pakistan to co-operation in acting against the Haqqani network, al Qaeda and other terrorist organisations.
The committee voted 28-2 to pass the Department of State, Foreign Operations and Related Programs Appropriations bill for the fiscal year 2012.
According to a statement issued by the committee, the bill provides for $161.4 million for State Department operations for Pakistan, but “does not specify amounts for assistance for Pakistan.”
The committee also voted to provide $1 billion for the Pakistan Counterinsurgency Capability Fund, $100 million less than what President Obama had requested.

Additionally, says the committee’s press release, “the bill includes strengthened restrictions on assistance for Pakistan by conditioning all funds to the Government of Pakistan on cooperation against the Haqqani network, al Qaeda, and other terrorist organizations, with a waiver, and funding based on achieving benchmarks.”

Reading between the lines, one can discern that America has decided to let go of Southern Afghanistan and continue their nation building exercise only in north. This can be seen in position taken by old Northern Alliance against any talks with Taliban and also lukewarm attitude of NATO and India towards reconciliation. American efforts at private talks with Taliban also point in same direction. The American effort to sign a status of force agreement is sure fire poison for reconciliation. Also notice the effort to establish a route through Uzbekistan to north of Afghanistan This is essentially Robert Blackwell plan. The idea is to dump Afghan south and let it become a problem for Pakistan. When Hillary Clinton talks about Silk Road, she is talking about a road from India to Kabul, then north to Uzbekistan and Georgia. There are two problems with this plan. Internally, Taliban do not buy this division and Karzai has no use in such a setup. I see more focused attacks on Kabul to derail this plan from Taliban and pro division forces work on elimination of those personalities who want to see a unified Afghanistan. There is also Haqqani tribe sitting on top of Peshawar – Kabul axis, hence the focus on Haqqani network. Then there is the question of buy in from neighboring countries. If you put the event in this frame work then you will see lot of coherence and save yourself grief of blame games.

The incident was a case of intelligence failure on the part of US forces in Afghanistan. The US would have us believe that large tracts of Afghanistan are secure and here we have an attack right inside the fortress city of Kabul. Just goes to show how well the war in Afghanistan is going. Now we have the US trying to deflect the criticism of its failure onto Pakistan while trying to expand the already illegal theater of operations and the thousands of innocent lives lost as a direct result.
Come to think of it .. US knew about a bomb headed towards their troops in afghanistan and did nothing .. HOW DUMB DOES THAT SOUND ... Can any one answer this questions. The attack on US embassy in Kabul happened when Hina Khar was about to meet Sec. Clinton. Was that just a coincidence ? How do you explain numerous other incidents where timing of such incidents coincided with a high level visit from pakistan, US, or even India or other important occassion where the focus shifted to terrorism and Pakistan involvement in it.

Pakistan seems to have reached a dead end and the isolation of Pakistan appears to be complete. I wonder what kind of people are in charge of Pakistan, because, even if an iota of patriotism left in them, they could have seen it that their country is heading towards a minefield where death appears certain. I don't understand, why the Huqqanis are so important for Pakistan, even if that makes her a pariah in the international community. I really don't understand the mindset of Pak rulers. I wonder as to what the rulers of Pakistan really want. Don't they care for the tens of millions of poor Pakistanis who are desperately trying to find food for that very day to survive? There are millions of villagers ravaged by the floods, waiting desperately for relief, thousands more are waiting for medical care. What is the point in playing these Haqqani games? What the the Rommels and Guderians {if I can borrow from Mr.Kamran Shafi} do really aim to achieve? Pak establishment must understand that, in the modern times, every nation state do exist for the sole purpose of welfare of its people, if not, it cannot survive for long. Better realize it soon, lest it is too late.
Sounds like the Americans have allowed themselves to be deceived by the Afghans. Be that as it may, it appears the West is looking for a scapegoat to blame their failures on. Pakistan brought an end to Soviet rule in Afghanistan. Sad to see how they can ever accuse Pakistan when they know only too well the price Pakistan had to pay then and continues to pay now. Maybe it's time for Pakistan to just take of her own interests now. Pakistan must say no to all so called aid and learn to stand on its own feet so that we don't get black mailed by others into bringing more instability into Pakistan. If the US is so concerned about the region, let them help us build a big fence / wall around Afghanistan so Afghanis and foreigners stop coming to our country.

Well, there is nothing surprising. It is the same drama that U.S has been staging every now and then. They try to pressurize Pakistan by a series of allegations. However, this time, American people are asking their government what they got out of war against terror? Bankruptcy? So, the government has nothing to say but to put the blame on Pakistan.

Since Pakistan has nuclear weapons - what really can the US do? This is a game of brinkmanship that may continue on forever and eventually turn into a North Korea type scenario. At the most, the US would be able to diplomatically and financially support separatist movements opposed by the military of Pakistan. At the least, it walks out and condemns Pakistan to sanctions, which may eventually result in the reestablishment of the AQ Khan network. If Pakistan did not have nuclear weapons, they would not have been able to play this game. This is a big boy game with big boy consequences.
Finally the US makes it clear that the game is up.
Looking back, US seems to know the full-scale of PAK proxy war even before the Abbotabad, beginning with leadership shuffle in CIA and DoD.
