IHC orders probe into alleged police case fabrication
Summons IGP, CIA SP and other officials to clarify role in kidnapping case

The Islamabad High Court has ordered an investigation into the alleged involvement of police personnel in kidnapping, forced entry into houses, robbery and registry of false cases.
The Islamabad High Court summoned the IG Islamabad, DIG, FIA DG and CIA DSP on Tuesday in personal capacity in the case of the alleged kidnapping of a woman and minor girls from Lahore and Bahawalpur.
The court ordered the FIA Director Crimes to form a JIT to investigate the involvement of police personnel in kidnapping. The Islamabad Police IG will appear on October 28 to explain the involvement of the Tarnol police station SHO and the investigation officer in the alleged kidnapping of three girls and their mother by the Punjab Police from Lahore, a case which was registered at the Tarnol police station. The CIA SP has also been asked to explain his role in the case.
Justice Mohsin Akhtar Kiani of IHC has issued a written order for the hearing of Muhammad Waqas' application to dismiss the case, which orders the FIA Director Crimes to form a JIT to investigate the involvement of police personnel in kidnapping.
The court order also contained the details of the case, according to which, existing CCTV footage of the kidnapping of Sana Sohail and her three children showed that the Sana, her children and four vehicles were taken into custody with the help of the Punjab Police on the morning of September 17, 2025, and later shifted to Islamabad. It further stated that the woman was produced before the magistrate in the case registered on September 20, where police claimed to have recovered stolen money, gold and weapons from Sana, after which the court magistrate sent her to jail on judicial remand.
The court order also stated that while the magistrate's court was hearing the case related to the mother and children who were allegedly kidnapped by Punjab Police personnel, the investigating officer failed to provide any details about the incident of kidnapping from before the case was registered.
It is clear from the record that the duty magistrate sent the children to child custody unit and the mother to jail on judicial remand without proper investigation.
The court noted that "the irresponsible attitude of the police and the subordinate judiciary shows that they have no concern for the fundamental rights of women and children." It ordered that the member inspection team should also seek an explanation from the magistrate Yasir Chaudhry, who sent the woman to jail on judicial remand.
The written order further states that the court bailiff reported the presence of the vehicles in the Islamabad CIA Center that were taken into custody from Lahore. The tracking ID of the vehicles shows the route of the vehicles from the Lahore incident to the parking area in Islamabad. The tracking ID of the vehicles further negates the claim of the Tarnol SHO of a police encounter.
During the hearing, the court was told that on September 17, three girls and their mother were picked up from Lahore and were later named in the FIR registered at Tarnol police station on September 20.
Additionally, videos of the children, women, household goods, cash and vehicles being picked up were also presented in the court.
Expressing anger over the incident, the court ordered the top officials to appear in person and adjourned the hearing until next Tuesday.
The court demanded that Islamabad SPCI Center should appear and report on how the vehicles were taken into custody and explain its conduct in the alleged kidnapping of the family by the Punjab Police from Lahore. The next hearing of the case will be held on October 28.
