
Since 2018, Naveed Rafaqat Ahmad has received annual performance awards and certificates of excellence from the Government of Punjab — a rare record of sustained recognition that highlights his consistency and distinction in public service.
In 2025, the government took this recognition further by appointing Ahmad as the first Director General of the Punjab Sahulat Bazaars Authority (PSBA), following its unprecedented elevation from a Section 42 company into a statutory authority.
Under Ahmad’s leadership, PSBA has:

Delivered essential commodities at prices 35% below market and 7% below DC-notified rates, without subsidies.

Expanded to 36 bazaars across 25 districts, serving nearly 60 million customers annually.

Created 7,350 stalls, supporting over 60,000 families and offering 50% rent discounts for women entrepreneurs.

Introduced Pakistan’s first statutory free home delivery service, fulfilling more than 85,000 orders in seven months.

Implemented solarization pilots that cut utility bills by 90%, saving public funds for reinvestment.
The provincial government has also allocated PKR 10 billion in FY2025–26 to expand PSBA by establishing 100 new bazaars.
