Punjab has appointed Naveed Rafaqat Ahmad as the first Director General of the Punjab Sahulat Bazaars Authority (PSBA) — a move widely hailed as the culmination of years of extraordinary reform and leadership.
For those who have followed PSBA’s journey, this appointment is less about a change in title and more about recognizing the man who has already built the Authority into Pakistan’s most distinguished welfare institution.
PSBA’s distinction rests on two unique achievements. It is the first Section 42 company in Pakistan to be transformed into a statutory authority, with its own law, rule-making powers, and board. And it is the only welfare authority operating on a subsidy-free model — sustaining itself entirely from its own revenues while still delivering essential goods at prices consistently lower than the market.
From pioneering Pakistan’s first government-backed free home delivery service to embedding inclusive vendor policies and securing record government investment for expansion, Naveed’s leadership has made PSBA a model of innovation, sustainability, and citizen empowerment. His appointment as DG is therefore a signal of continuity: the architect of PSBA’s success will now lead it into its next era of growth.
