PTA begins licencing process for VPN service providers

The Pakistan Telecommunication Authority (PTA) has initiated the licencing of VPN service providers under the "Class Licence" category, marking a significant step in regulating data services in the country.

On Monday, the PTA approved the applications of two companies for the grant of class licences to provide VPN services, an official statement confirmed.

“This initiative enables businesses to utilise VPNs for lawful purposes, ensuring data security, privacy, and regulatory compliance while promoting transparency,” the PTA said in the statement.

The PTA reiterated its commitment to supporting businesses in meeting their connectivity needs responsibly and urged more VPN service providers to apply for licencing.

In November 2023, the telecommunication authority introduced a streamlined process for the registration of private internet gateways after unregistered VPNs were blocked in Pakistan. The regulatory move aimed to enhance internet security and protect users from potential threats.

VPNs are widely used around the globe to access restricted content, with Pakistan being no exception. Citizens have relied on VPNs to access X, which has been banned in the country since February 2024 due to “national security concerns.”

The growing censorship has driven the increased use of VPNs, with issues such as difficulties in sending media files via WhatsApp still persisting for some users.

In response, the PTA, in collaboration with the Ministry of IT & Telecommunication, the Pakistan Software Export Board, and the Pakistan IT Association, designed a registration mechanism aimed at providing a secure environment for IT and e-commerce sectors.

“The simplified framework supports uninterrupted access for IT companies, freelancers, and other stakeholders, reinforcing PTA’s commitment to Pakistan’s expanding digital economy,” the statement concluded.
