AJK SC directed to amend law before appointing anti-graft watchdog chief

The Supreme Court of Azad Jammu and Kashmir has directed the AJK government that the vacant post of chairman of the Accountability Bureau not to be filled without making necessary amendments in the law.

The AJK top court issued a decision on Wednesday regarding the appointment of the Accountability Bureau chief. The decision presented comprehensive suggestions to improve the efficiency, transparency and effectiveness of the Accountability Bureau.

The Supreme Court raised questions about the current procedure for appointing the anti-corruption watchdog chief, deeming it lacking in transparency and merit.

The court ruled that appointments to high positions should not depend solely on technical qualifications; instead, qualities such as integrity, character and merit should also be given primary importance to ensure the transparency and effectiveness of the institution.

The Supreme Court directed the Azad Kashmir government to make appropriate amendments to the laws governing the appointment of the chairman of the Accountability Bureau.

It further proposed that the criteria for the chairman's appointment should be broadened to include integrity, professional competence and a deep understanding of the law. The chairman should be appointed for a fixed term and should be protected from unreasonable removal. Additionally, a transparent inquiry process for the removal of the chairman should be established, mentioned the court ruling.

In its judgment, the court also directed the government to review the number of law officers in the Accountability Bureau to ensure the effective use of resources and reduce the burden on the public exchequer.

The apex court expressed hope that the government would seriously consider these recommendations so that the Accountability Bureau could become an independent, effective and transparent institution capable of achieving its primary objectives.
