The appointments of the top officers in the Board of Intermediate and Secondary Education (BISE), Mirpurkhas, on ad hoc basis has been challenged in the Sindh High Court. The Mirpurkhas bench of the court has put the Sindh government, secretary universities and boards department as well as the additional advocate general (AAG) on notice for August 12.

Advocate Sarmad Sattar Laghari, counsel of the petitioners Muhammad Ahsan Mughal and Muhammad Nadeem Khan, pleaded the court to cancel all illegal appointments, additional charges and postings in the board. He cited the orders of the apex court and SHC in this regard and said all such officers should be reverted to their original posts and departments.

He urged the bench to order the provincial government to submit compliance reports in the court on a monthly basis because previous court orders on the same matter are not implemented in the long run.

The lawyer pointed out that in 2016 the SHC Karachi had ordered the government to appoint chairmen, secretaries and controllers of examinations in all the boards through the process of advertisement and merit-based selection.

However, Laghari contended, that order has been disregarded as additional charge and postings are being made to fill the vacant positions.

According to him, Secretary BISE Mirpurkhas Aneesuddin was performing his duty as Assistant Secretary (OPS) in the Hyderabad Development Authority before his appointment as Audit Officer in the board in April, 2005. But, through a notification dated February 2, 2016, he was allegedly assigned the additional charge of the secretary.

Leghari maintained that the respondents, around six to 25 in his petition, are performing their duties in contravention to that SHC Karachi order. He said chairman BISE Mirpurkhas Syed Zulfiqar Ali Shah was an officer of the Federal Board of Secondary and Intermediate Education, Islamabad.

However, he was allegedly directly inducted to service by way of recommendations made by the SGA&CD, Government of Sindh, placing his service at the disposal of Universities and Boards Department.

The petition also cited the appointment of Assistant Controller of Examination Anwar Aleem Khanzada as a violation of law.

The counsel also prayed that the court should form an inquiry committee under its supervision to investigate irregularities and corruption being perpetrated in the boards.

He also requested the court to direct Sindh Anti Corruption Establishment to investigate corruption allegations against all official respondents in the petitions and to check their assets and wealth as well.

Advocate Laghari sought appointment of a reputable auditor by the Sindh government to audit all the educational boards.
