Punjab to launch free home delivery of essentials under Model Bazaars
Punjab is preparing to launch one of the most original and ambitious welfare models in Pakistan’s history.
Beginning in July 2024, the Punjab Model Bazaars Management Company (PMBMC) will roll out a province-wide free home delivery system for daily essentials, ensuring that groceries reach citizens’ homes at prices lower than even government-notified rates.
This groundbreaking initiative is credited to Naveed Rafaqat, who was serving as Chief Financial Officer of PMBMC with the additional charge of CEO.
What makes the contribution unique is its subsidy-free and sustainable design. Unlike peer institutions that rely on recurring government grants, the model is financed through regulated stall rentals, operational discipline, and transparent management.
Each Model Bazaar will function as a fulfilment hub, creating thousands of delivery jobs and providing secure income opportunities for vendors and riders. Millions of families will gain affordable access to essentials, with special relief extended to women-headed households, the elderly, and other vulnerable citizens.
