This ride is part of the secret "Love Rollercoaster" side job, situated by the beach behind the Grand Imperial Mall in Coastview. 

To start this quest, players must speak with Anel, a character near the rollercoaster station who needs help repairing the car. 

Once players scan and fix the control panel, the rollercoaster ride becomes accessible.

This discovery underscores the complexity and detail of CD Projekt Red's Night City, where even extensive gameplay can reveal new content.
