SPAR6C launched to boost climate cooperation

The Ministry of Climate Change and Environmental Coordination officially launched the Supporting Preparedness for Article 6 Cooperation (SPAR6C) programme, a 5-year technical assistance project, in collaboration with international organisations. This ambitious initiative aims to enhance Pakistan’s capacity to engage in international carbon market cooperation under Article 6 of the Paris Agreement, securing access to financial and technical support for environmental sustainability and climate resilience.

SPAR6C is implemented by a consortium led by the Global Green Growth Institute (GGGI) and supported by the UNEP Copenhagen Climate Centre and GFA Consulting. A kick-off workshop brought together national stakeholders and international donor agencies to present the programme’s objectives and activities.

The SPAR6C project in Pakistan is led by the UNEP Copenhagen Climate Centre with support from GFA Consulting. It focuses on developing the necessary policy and regulatory frameworks at the national level, engaging a broad range of stakeholders, including government entities, the private sector, academia, and youth, to create an enabling environment for carbon trading.

The project’s initial phase involved conducting a Readiness and Needs Assessment (RNA) through extensive consultations with key national stakeholders. The RNA identifies opportunities for carbon market projects, maps existing knowledge and capacity, and outlines the stakeholders’ needs for further support. SPAR6C also aims to play a pivotal role in the development of three to five flagship Article 6 pilot projects in Pakistan and facilitate their acquisition of financial backing.
