In January 2008, Pepco signed a $329 million contract with Dong Fang Electric of China and paid it a 10 per cent down payment. The ministry of finance issued a sovereign guarantee for this project, on the basis of which Dong Fang put together a consortium of lenders who established a Letter of Credit for the import of the equipment. By mid-2010 much of the work at this plant was complete, the turbines were in place and it looked like the project would be finished on schedule in early 2011. This activity took place in anticipation of the ministry of law and justice approving the financial agreements and the sovereign guarantee issued by the Ministry of Finance — a routine process in such projects, normally taken as a matter of course.
Bizarrely, this was not the case here. Instead, the ministry chose to sit on the matter for over a year, despite the urgency of Pakistan’s power requirements. As a result, the lenders stopped their funding, the equipment was not cleared at the port, and the project came to a grinding halt. The remaining equipment, which consists of more than 4,500 packages of plant and machinery have since been lying in the open at Karachi port for over a year, at a demurrage cost of Rs700 million. These packages are a standing testament to inefficiency, negligence and corruption.
In the same year, a second, identical, 450MW power plant had been agreed for Chichon kee Mallian, with the same contractor, Dong Fang, and the same consortium of lenders for a contract price of $352 million (approx Rs31 billion). Here also, Pepco made a 10 per cent down payment, and the project was scheduled to be completed in February 2012. However, after the incomprehensible behaviour of the law ministry in the Nandipur project, the financing consortium refused to establish the letter of credit until all outstanding clearances were issued. As a result, the project has also been delayed by at least two years. Resuming both the projects today at current prices and exchange rates, settling claims by the contractor as well as additional financial charges, will entail an additional cost of about $200 million (approx Rs18 billion), aside from the two year delay, lost earnings through lost exports, and jobs that the higher power output would have created in the nation’s economy.
The real tragedy, though, is the delay in the nation being able to use the additional 900 MW — almost one fifth of Pakistan’s present shortage — that these two plants would have generated (bearing in mind that the economy is losing approximately 2.5 per cent of GDP on account of lack of power).
After the repeated requests of the Punjab government (although this was a project that would have benefited not just Punjab but the whole country), the prime minister has finally instructed the law ministry to approve the financial arrangements and the sovereign guarantee issued by his own ministry of finance. The ECC has had to waive the customs duties and demurrage for the equipment lying at the port, and it is hoped that these two projects undertaken by the federal government may now resume.
Above all, the ongoing damage to our economy means the loss of jobs to thousands of people, and countless hours of unnecessary, avoidable and painful load-shedding for millions of households over the next few years. As for the law ministry, it might hide its bureaucratic inefficiency over some weak pretext — after all corruption always shelters behind weak excuses. But which of the ministry’s spokespersons can justify this criminal delay in a matter so vital to the well-being of our economy!
The people must rid our country once and for all of parasites; the people must seize these looters by the collar and demand answers in the name of the generations whose futures have been so deceitfully squandered by the scavengers of Pakistan. By the pen or by the long hard road, we will save this country.

@ HS Khan: President Asif Ali Zardari is the first democratically elected President of Pakistan. Democracy is delivering but still many people are suffering from Zardari phobia. Under the leadership of President govt met many milestones like passage and implementation of 18th Amendment, amendment in FCR, reforms in Gilgit-Baltistan, NFC award and Balochistan package.
It is very sad situation and shows that even the powerful people (like Shehbaz Sharif) are powerless in the face of mafias in Pakistan and are forced to write articles.
I would welcome if Mr Sharif writes at least every 2 weeks to inform us of his progress in such issues. Otherwise, we don't need leaders who do not even bother to inform us, even though when their performance is compromised.

Even the equipment is cleared from the port and installed, there is no guarantee that it will generate power, as the fuel supply is not assured and they will be paid for their services. As it is, all the independent power generating companies already have or likely to stop producing power for lack of fuel and non payment of due to them and have evoked souvenir guarantee issued to them.So, these two companies mentioned in the article too will reach the same fate. No fuel, no payment hence no power generation. It is a vicious circle.

A scary title shahbaz saab, however you have expressed your frustration over the issue successfully. sounds like more blame and less root cause analysis. i belive the operational structure we have in place is outdated, ineffective and perhapes a burden on our shoulders. this is why even when u press very hard on bureaucracy you do'nt see the outcomes you want to see. we need to appraise our system failures in blameless envoirnment and look for innovative ways to improve. Chief Minister of a province, writing on an issue in papers. He should have taken up the issue in Council of Common interest ( CCI ). That is the correct constitutional forum for solving problems between Federation and Provinces. Why CM prefered to take it to press?

The credit goes to Shahbaz Sharif and not any party per say. Whatever positive transformation you see in Lahore and Punjab is the direct result of his tireless efforts. Regardless of whether you support him or not ( I actually support Imran Khan) you have to give credit where credit is due. There is no doubt about the incompetence of the Pakistani govt. However, there are two interesting points to note here. According to Sharif, these projects have been delayed by a couple of years and now the PM has approved everything and the work has started. Why Sharif did not brought this in public, media, national and provincial assemblies for two long years? Why only after the work has already started? In addition, PML-N was a part of the federal govt, but they chose not to continue to be. Why would they refuse a chance to “serve” the public by being in charge of several ministries? Sharif brothers may be anything but not writers and intellectuals and the timing of this Op Ed does not pass the smell test.

Why don't you call for a long march exactly the same way you did for CJP? (he by the way didn't achieve a single milestone as of yet). Will you only move for the political cause alone? Were you and Nawaz sleeping since 3 years? waiting for God knows what? I agree about the corruption in Punjab and am with you that much needs to be done to stop it in Punjab and consequently in whole country. I also admit that all politicians are rich and have the best of everything (maybe through corruption, maybe through family heritage). However I strongly disagree with you on the road point. The road being built might have been constructed seeing that the CM has to travel daily and to provide a good route to the CM's village. But don't you realize that this road is not being used by the CM and his family solely. There are thousands who are being benefited by that road on a daily basis. So even if it was built on the premise that it would aid this Shareef family and improve the travel to and from Lahore, I say it has still been a service to the population too.
@All, We must appreciate what is being done and expect that much more will be done in future too. Atleast he has the courage to speak out and mention all the facts so that the public gets to know what is being done with THEIR money by their "elected" government. I condemn the action of federal government. Mr. Sharif is right but overall PML is suffering from the same phenomenon. It has failed to connect with the people of Pakistan.
I have tried to contact the CM for some suggestions to improve certain things but his website doesn't have any email address. Who on earth wants to send him snail mail from the UK!! On the other hand, PTI is very accessible. My loyalty is with Pakistan, so I thought I should convey our feelings to those in power but to no avail!

While we need to be realistic, there is no reason to condemn everything. I am a PTI supporter and will vote for IK but my second option is SS as he is pro-active and trying to do something.
It is a very sad story. Pakistani citizens would like to hear the punishment awarded to the responsible authorities and also recover damages from them, also those made to the machinery lying in open at Karachi Port. This is not only treacherous but enmity with the country.

Plunder of the exchequer, bureaucratic foot-dragging, incompetence and misplaced priorities are not new phenomena. Over the last 40 years these qualities and more have steadily grown. What the people clearly see is the sheer lack of political will to do the right thing by which the country would benefit.
