Afsar brings wealth of experience in IT-related technological development and management

The caretaker federal government on Monday approved the appointment of Lieutenant General Muhammad Munir Afsar as National Database and Registration Authority (NADRA) Chairman, Express News reported.

A meeting of the caretaker federal cabinet chaired by Prime Minister Anwaarul Haq Kakar approved the appointment. A notification in this regard has also been issued.

Lieutenant General Afsar brings a wealth of experience in IT-related technological development and management from his tenure in the Pakistan Army and the United Nations Mission.

He holds an MPhil in Public Policy and National Security Management and has authored a research paper on public policy responses within the GIS sector during the 2010 floods.

Furthermore, Afsar holds an MS in Geographic Information Systems (GIS) and Remote Sensing. His outstanding work in this field earned him the prestigious Presidential Award for his thesis, which focused on the rapid creation of geographic data through photometry.

He has also completed his MS in National Resource Strategy, specialising in C&IT Industry and Supply Chain Management, at NDU Washington, DC, where he was recognised as a distinguished graduate.

In addition to his academic pursuits, Lieutenant General Afsar is currently a PhD candidate in Remote Sensing at NUST Islamabad, with a research focus on the detection of plant diseases through the innovative use of remote sensing and artificial intelligence.

He has also made noteworthy contributions to IT and GIS through various research publications and served as a Military GIS Officer at UNMS.

Notably, Lieutenant General Afsar is acknowledged for his instrumental role in developing a GIS application aimed at locating missing individuals during the 2010 deluge when he held the rank of Major General.

He subsequently assumed the role of Director General of the Directorate of Command, Control, Communication, Computers and Intelligence (C41) during his tenure as a Major General, overseeing comprehensive IT management.

Following his promotion to the rank of Lieutenant General, he has served as the Inspector General of Communication and IT and as the Commander of the Pakistan Army Cyber Command.
