The passing of the Karachi Water and Sewerage Corporation Bill, 2023 by the Sindh Assembly marks a significant milestone in addressing water management issues in Karachi. The bill aims to transform Karachi Water and Sewerage Board (KWSB) into a profit-making corporation, enhancing its efficiency and financial sustainability.

The bill will go a long way in empowering the institution to meet the increasing demand for potable water in the city. By outsourcing water supply and maintenance of sewerage services, the corporation can focus on improving service quality and expanding water access. Strategic plans for effective and sustainable water delivery and sewage disposal will guide it in implementing long-term solutions. This will in turn help address water scarcity, optimise resource allocation and mitigate environmental risks associated with improper sewage disposal. Top priority should be given to equitable distribution of clean water. It is however disappointing that the issue of tanker mafias still remains unaddressed. Financial sustainability is also emphasised in the bill, with plans for the new corporation to operate on sound commercial practices to generate sufficient revenue. The corporation will have the authority to collect tariffs, charges and fees, strengthening its financial position and enabling investments in infrastructure upgrades. However, the rot of corruption still prevails and the government must ensure accountability so that funds are utilised for further strengthening of related infrastructure. While the bill offers promising reforms, successful implementation is crucial. The corporation must manage the process transparently. Adequate resources, including funding and skilled personnel, should be allocated to support the corporation’s operations and objectives.

The bill reflects the Sindh government’s commitment to addressing water management challenges. It sets the stage for improved water supply, better infrastructure and enhanced service delivery, benefiting the residents of Karachi and promoting sustainable city development.
