The Islamabad High Court (IHC)'s Justice Mohsin Akhtar Kayani on Friday said that people are being picked up by men "dressed in" Rangers and police uniforms but "nobody cares".
The judge made these remarks during the hearing of the case for the recovery of Murad Akbar, the brother of former premier's adviser on interior and accountability Shahzad Akbar.
DIG Operations Shahzad Bukhari, additional attorney general, assistant attorney general, Advocate General Islamabad Jahangir Jadoon, Murad Akbar's lawyer Qasim Wadud, superintendent police (SP) Nausherwan and deputy superintendent of police (DSP) legal appeared in the court.
At the outset of the hearing, the advocate general apprised the court of the case details. Following this, the IHC inquired if the people who came to "pick up" Murad were neither from the counterterrorism department (CTD) nor from the Rangers.
“Can you confirm this?” the judge asked.

The DIG police confirmed the statement and told the court that none of the mentioned security forces had picked up Murad.
The court then questioned, "Who is seen in the footage?". To this, the DIG replied that they will look into the footage of the incident but needed some time.
Irked at the remark, the judge stated that “millions of rupees have been spent on the Safe City project, personal videos of people are recorded and uploaded, but they [law enforcers] do not catch thieves and robbers”.
“Where is the director general [of Rangers]? Who is from the Ministry of Defence?” questioned the IHC. It added that if the vehicles and persons are identified, there will be consequences.
Subsequently, Justice Kayani summoned the DG Rangers in a personal capacity and remarked that he will issue a show cause notice against him in the next hearing.
“He [DG Rangers] is responsible if his uniform is being used,” remarked Justice Kiyani.

He stated that people dressed in uniforms of the police, Rangers and CTD came and took away a man in Islamabad, questioning “Were they fake people?”
The assistant attorney general told the court that the Rangers did not have any direction earlier. Irked at the remark, Justice Kiyani said that he will pass an order right away and then "everyone will understand the matter".
He further said that DG Rangers should have known if his uniform was being used. “People are being picked up by men in police and Rangers uniforms and nobody cares,” he added.
The court then summoned the home secretary, DG Rangers in a personal capacity on June 5 (Monday) and directed them to bring their own first information reports (FIR).
It also directed the DG Rangers and IG police to look into the matter and file a case, adding that this incident will have an effect.
Justice Mohsin Akhtar Kayani remarked that if the DG does not appear in the next hearing he will summon the interior minister on the next date.
"If he still does not come, I will call the prime minister," he maintained, adding that if there is no peace in a 36 km area, then "you people should go back to your homes".
