The report said that the United States is asking Pakistan to take specific steps to ease bilateral tensions.
The classified system, put in place after the US raid in Abbottabad that killed Osama bin Laden, signals a shift by the White House toward a pay-for-performance relationship.
The report quotes a senior military official calling the unusual new approach "a hard-knuckled reflection of where we are right now" in relations.
US officials say a sharp breakdown in counter-terrorism cooperation following the Abbottabad raid in May and the arrest of a CIA contractor in Pakistan have led to aid conditioning.
The new approach represents an effort to salvage as much counter-terrorism cooperation to deliver a deathblow to al Qaeda's remaining leadership in Pakistan.

Other than being sarcastic, it is a good idea. Todays closely knit world offers these opportunities and recent example is London,s Riots where British Government sought help from New York Polce Chief, Kelly to handle and advise. We don't have Britain's comparison as they are way, way superior with our management. It is a good idea to come out of the well we are living in.

Actually since greater supervision on Cia elements, there has been a considerable decline in terrorism.
@Sandeep: Your right Sandeep that would be the right way to go...really that is the future. In order for this to occur we need to overcome or at least compromise on the difficult sticky issues that are holding us back. i.e. Kashmire (elephant in the room) as well as deep wounds during partition (long time ago but still lingering and unresolved)
India is becoming confident and a world economic power. Pakistan unfortunatly due to self-made (i.e. deep corruption and extremism) as well as foreign (i.e. outside interest and meddling) made problems is in a rut.
Both countries need to feel secure from interference...as well as Pakistan needs to feel secure that it is not dominated by a larger neighbour but feel as a respected partner in the region.
Lets hope through education and mutual respect...maybe things will change Cheers
Since US has demanded performance, suicide bombings have largely stopped, I noticed.
US encouragement has helped.
@Meekal Ahmed. True. There is always a condition on aid.Sometimes its visible, Sometimes not. Pakistanis need to become better economic managers. Their laziness/unwillingness to change their habits leads to them to greater reliance on aid. Their friendship with China seems to have not taught them anything! I've said this before on this forum, I will say it again here.
The Pakistani business association here in USA conducted a study where they tried to estimate the effect of full on free trade between India and Pakistan. The figure came to $40B/year.
OK, lets say Pakistan is the smaller country, even if you guys get 25% of that trade, that's way more than whatever aid etc you currently get from Saudi or US.

One has to expect change now in aid given to Pakistan, which has been on same tune since 2001.
@Ex Pakistani: We have to come out of daydreaming and face reality. We can do all what you have said and become Ethiopia, Somalia and North Korea and then Ex Pakistanis as Bangladeshis are. Every country needs each other and Pakistan needs them the most.

We should cut all ties with US and the West. Send their diplomats packing. We have land we can grow on and we have industrial might.. we can survive on our own. We dont really need West or Arab states to survive we can do it on our own.. Let force the leaders to make the right choice... Stand Up and kick everyone out and build our country on our own.

Aid will be resumed on the following conditions; 1) All Americans endorsed by Government in DC will be treated as '' Diplomats ''. 2) Their movement within Pakistan shall not be restricted under any condition. 3) They can meet and recruit any person for any job in the greater interest of United States and Israel to maintain the NEW WORLD ORDER. If all the above conditions are met without any hue and cry? Their good Lord ZION will allow Uncle Sam to resume aid to Pakistan.

An obvious response to finding OBL hiding in the shadow of the Pakistan Military Academy - no sense relying on Pakistan's word/promises anymore.
@Frank: No body is thrusting this aid in our throats forcibly; we beg it and the donor want us to be good guys to deserve this aid. It will be ideal to break begging bowl and for that we have to get rid of terrorism and fundamentalism and I assure you it can be achieved in a few weeks if not in a few days. Read minutely, terrorism and fundamentalism is key to our military's survival and has become our trump card. @Meekal Ahmed I fully agree, no body gives freely, even God expects us to worship Him and do good deeds. Be good guys, God will certainly bless us otherwise....
@Frank: Great idea. After all the aid is nothing compared to the billions of dollars of damge that was done to Pakistan and her economy these last few decades. Think about he trillions we saved the West by defeating the Soviet Union in Afghanistan, ending the Cold War and the new world order. Think about how much we sacrificed and how we were left high and dry with all these criminals first brought in by the West to defeat Soviets. We were left holding the bag and left to clean the mess. I hope we learned our lesson and just take care of ourselves. Pakistan needs partners in development and trade - not conditional aid.
No wonder America is in decline.In history has ever any country won a war by making this kind of mangement consultancy payment procedures.

If the Saudi's give us money or agree to deferred oil payments are they no conditions attached?
In return we probably agree to let them expand their "madarass's" so that they can nuture future terrorists.
