A two-member bench of the Sindh High Court, comprising Justice Muhammad Ali Mazhar and Justice Amjad Ali, directed CNG pump owners on Tuesday to establish workshops certified by Hydrocarbon Development Institute of Pakistan (HDIP) over a plea pertaining to the installation of substandard CNG cylinders in school vans and public transport.
The police presented a progress report regarding the action being taken against the vehicles with substandard CNG cylinders. The court expressed dissatisfaction over the report and expressed annoyance at the absence of the representative of Sindh Inspector General of Police (IGP). "The Sindh IGP should appear in the court in person and give an explanation," remarked Justice Mazhar.
Assistant advocate general maintained that the penalties and punishments in the laws pertaining to the vehicles had been increased. On this the bench observed as to what kind of laws were these that Rs5000 penalty would be levied if anyone didn't want to install a tracker device, observed the court. "Do the people have to install the cameras on their own and protect themselves as well," remarked Justice Sahito. Justice Mazhar said that only laws that are practical should be made. The government lawyer maintained that these are the proposed amendments and further improvement will occur after their approval.
The court directed the police to continue the action against substandard CNG cylinders and adjourned the hearing till April 6 while directing the owners and operators of CNG pump owners to establish workshops certified by HDIP.
Missing persons case
Meanwhile, another two-member bench, headed by Justice Naimatullah Phulpoto,summoned the focal person of the federal interior ministry over a set of pleas seeking the recovery of missing persons.
The court expressed annoyance at the authorities for not being able to recover the missing persons. Justice Phulpoto remarked that the JIT reports weren’t even signed by the relevant officials.
The brother of a missing person, Yousuf, maintained that Yousuf has been missing for nine years. He claimed that the law enforcement agencies misused their authority by demanding money whenever he tried to approach them for Yousuf’s recovery.
The court summoned the interior ministry focal person and sought a progress report on the next hearing on March 29.
