FDE directors get more powers

ISLAMABAD:

The federal education ministry has decided to delegate powers in the Federal Directorate of Education (FDE) to lower level for early decisions regarding financial and administrative issues.

The director level officials in the FDE have been assigned with additional powers along with the deputy directors, area education officers (AEOs), principals of educational institutions for swift resolution of issues and avoid pending in them.

As per a notification, the directors have been entitled to approve two months paid leaves. The AEOs can now approve paid leaves sought for a period of a month while the principals of the educational institutions have been empowered for 15 days paid leaves.

Further, the principals can now grant leaves for marriage, deaths, hajj or Umrah as well.

The deputy directors will ensure implementation on the leave applications filed by the employees from Basic Pay Scale (BPS) 1 to 15.

The director of the related department would oversee matters pertaining to death or retirement of an employee.

The directors will have powers for releasing different funds while the deputy directors would overse funds related cases from BPS 1 to 15.

AEOs have been assigned the powers for posting and transfers within FDE. The FDE Director General (DG) has directed to resolve all pending cases under the new policy.

Reshuffle in FDE

FDE has restored separate the system of separate directors for schools and colleges. Earlier, the previous FDE DG had removed these posts and all the powers were given to the human resource (HR) department.

The teaching and non-teaching staff in the FDE had condemned the decision and criticised the directorate claiming the policy was flawed.

Under the restored system, the Director C&O Tanvir Ahmed has been made Director Finance and Audit. Asif Iqbal has been appointed as the Administartion and Services Director while P&I Director Ghulam Hussain has been posted as Coordination Director. Saqib Shahab has been deployed as the Planning and Development Director. Director HR Javed Iqbal has been appointed as Colleges Director while Amber Sultana has been deployed as Research and Development Director. Academics Director Saadia Adnan has been posted as Quality and Assurance Director while Ashraf Nadeem, who is a principal, has been deployed as the Schools' Director.

The copy of the notification has been forwarded to the Ministry for Federal Education and Vocational Training. The FDE Teachers’ Association President Malik Amir Khan has welcomed the decision. He said that the decision would help resolve problems faced by the teachers.
