ISLAMABAD:
The National Assembly on Tuesday referred eight private members bills to the standing committees concerned for further deliberation and consideration, relating to free education up to the age of 18 years, creation of a nuclear regulatory authority and other issues.
Speaker Asad Qaiser, chaired the session on the private members day. Syed Javed Hasnain introduced the Pakistan Penal Code (Amendment) Bill, 2020 to extend the period of appeal against death penalty. The bill stated that the law permits seven days to appeal against the death penalty.
However, it added, since there were no legal advisers in prisons, seven days passed without any consultations, therefore, the period of appeal should be increased to one month. The parliamentary secretary for law supported the bill, on which the Speaker referred it to the law and justice committee.
Pakistan Tehreek-e-Insaf (PTI) member Nusrat Wahid introduced the Nuclear Regulatory Authority (Amendment) Bill, 2020. The bill seeks to create a nuclear regulatory authority in the country in order to bring various nuclear-related bodies under one authority.
Minister of State Ali Muhammad Khan said that the bill should be referred to the relevant standing committee. Kesoo Mal Kheeal Das introduced the Constitution (Amendment) Bill, 2020 (Amendment in Article 25A), to make education free in the country till the age of 18.
Azmi Riaz introduced the Control of Narcotics Substances (Amendment) Bill, 2020 to make the supply of drugs in educational institutions a non-bailable offence and the award death penalty to drug dealers. After no opposition from the government, the speaker referred all the bills to the committee concerned.
Other bills, referred to the committees included the Limitation (Amendment) Bill, the Legal Practitioners and Bar Councils (Amendment) Bill, 2020, the Al-Karam International Institute Bill, 2020, and the Benazir Income Support Programme (Amendment) Bill, 2020.
