Selection committee formed for conducting viva

To revamp the police station culture in the region, police in the Hazara division has decided to conduct written and verbal tests for inducting moharrirs and assistant moharrir in its stations.

The first of these tests will be held in August, officials said on Sunday.

Hazara Deputy Inspector General of Police (DIG) Qazi Jamilur Rehman on Sunday said that ”stations are the most important unit of police and the lynchpin of the entire system.”

“It is the place that the public rushes to for the redressal of grievances when required. It is the epicentre of authority which has the potential of delivering great public service,” he said.

However, he lamented that despite the unprecedented sacrifices of police officers across the country, and especially in Khyber-Pakhtunkhwa (K-P), the police force is struggling to acquire a positive public image.

“It is primarily so because of the consistent and un-ending allegations of police excesses, abuse of authority and shabby treatment in police stations which badly require some drastic changes to improve our response at the station-level,” DIG Rehman said, suggesting that it is imperative to post young, qualified and motivated officers as moharrir in stations

He added that some officials frequently get posted as moharrirs and continue to shuttle between different police stations, thereby blocking the way for young, energetic and competent officials to come up for years.

DIG Rehman remarked that a Moharrir can play a significant role in redressing grievances of the public, or at least in minimizing their agonies. Moreover, routine matters such as police verifications and other such trivial matters can be effectively and expeditiously disposed of.

To ensure the ‘selection and posting’ of efficient Moharrirs and Additional Moharrirs, DIG Rehman said that a competitive process will be adopted, providing an opportunity to all those who want to apply for these positions.

These candidates will sit a written examination and a viva, he said. The written part shall carry 60 marks, whereas the interview shall carry 40 marks and will focus on practical knowledge of police rules, affairs of police stations, good conduct and the general reputation of the officer.

A selection committee shall draw the final list based on results from both written and oral tests.

The committee will include the respective district police officer as the chairman, SP Investigation, headquarters DSP, group or assistant officer, special branch officials as members.

The Hangu Police Training College commandant has been requested to prepare a question paper for the written exam which shall be conducted on the same day and time across the region in August.

The final date for the exam will be fixed after consulting with DPOs. Physiatrists will also be hired to judge the strength and capacity of the appointees.

After the selection process is complete, successful candidates will undergo the Moharrirs Course in Hangu (except those who have already completed it).
