KARACHI: Until power and resources are devolved to the lowest level, the fruits of the 18th Amendment cannot reaped by ordinary citizens, claimed Pak Sarzameen Party (PSP) leaders Shabbir Qaimkhani and Syed Hafeezuddin on Thursday, presenting two dissenting notices presented at the All-Parties Conference called by Pakistan Peoples Party (PPP).

They maintained that provinces must use a Provincial Finance Commission to disburse funds between districts, further insisting that districts and cities should be given autonomy the same way provinces hold autonomy from the federation.

Meanwhile, in a second notice, the PSP called on the PPP to fulfill its earlier promise to investigate the irregularities in the recent census.
