Report declares burned down NICH incubator 'unfit to function'

Reveals fire erupted due to short-circuit, terms hospital staff's behaviour 'unprofessional'

KARACHI: Initial report infant girl's death due to fire eruption in the National Institute of Child Health was released by a four-member investigation committee, constituted on Sindh Chief Minister Syed Murad Ali Shah's directives, on Tuesday.

The committee had visited the hospital on January 10 and surveyed the paediatric ward at the facility before finalising the report.

According to the committee's findings, the fire broke out as a result of short circuit in an incubator and the consequent combustion was enhanced by the presence of oxygen inside the incubator. The CCTV footage of the incidents reveals that fire erupted at 6.22am in the morning and no staff was present in the ward at the time of the incident, the report states. Referring to the absence of the hospital staff, the report terms the behaviour "unprofessional" and evident of "hospital administration's negligence." It is also pointed out in the reported that there is no emergency exit in the nursery.

However, contradicting some of the afore-mentioned details, the deceased girl's parents have said in their statement to the investigation committee that the incident took place around 4am and the rescue operation was initiated at 6.22am.

The report concludes that the incubator where fire erupted was "unfit to function."

During the course of the investigation, the company that supplied the incubators was also contacted and it has been decided that the relevant company, along with the Sindh government, will recommend ways to avoid such accidents. The committee has sought reply from NICH Executive Director Dr Jamal Raza within three days, following which a report will be sent to the CM.

The report also cites statements by the paramedical staff, hospital administration and doctors.

Meanwhile, Sindh Health Minister Dr Azra Fazal Pechuho too have said that the incident "was a result of negligence" adding that the government is standing by the affected family in this moment of grief.
