Indian Home Minister P Chidambaram, anything but soft-spoken in the post-Mumbai period of 2008, has this time refused to bite the bait such as the one thrown by a New York Times story that the Pakistani military establishment was keeping in reserve an army of trained Kashmiri militants numbering 14,000 to be unleashed on India at a future date. His reaction was that it was “highly exaggerated”. Furthermore, one will have to say that he has been statesman-like in ignoring some of the assessments made by RAW that are even more lurid.
From the Pakistani side, an interesting ‘first’ was achieved this month when Prime Minister Gilani went to Mingora, Swat, together with army chief General Kayani, and pledged that his government would seek normalisation of relations with India. Everyone knows what was meant when the Indian prime minister said he hoped that Pakistan had forgotten about Kashmir. But Mr Gilani was undaunted. Before the Mingora overture, the chief of the ISPR had already signalled in his statement that the army would not mind if Pakistan pursued cooperation and trade with India, clearly hinting that the ‘conditionality’ of Kashmir was no longer so important.
The Mingora statement has been well-received in India. Mr Gilani said: “Pakistan views India as its most important neighbour and desires a sustained, substantive and result-oriented process of dialogue to resolve all outstanding issues, including the core issue of Jammu and Kashmir. We sincerely hope that the ongoing process of comprehensive engagement will be fruitful. However, India will have to play a more positive and accommodating role and respond to Pakistan’s legitimate security concerns”. Although, on the face of it, he yielded no new ground that would offend the serried ranks of anti-India lobbies in Pakistan, India has decided to glean positive meanings out of it.
The Indian position has been that it doesn’t want a seriously destabilised Pakistan on its western border. Pakistan has never recognised this, focusing instead on India’s acquisition of new weapon systems which it then assumes would be used offensively against Pakistan. Yet the fact is that the state that builds a ‘separating wall’ doesn’t want its neighbour undone, it wants to secure itself against the consequences of a disturbed population across the border, the kind Pakistan has had to suffer after the scattering of the Afghan population across the Durand Line. Additionally, the Manmohan doctrine — if one can call it that — holds that a pacified Pakistan next door is essential to India’s rise in the region as an economic power.
In Pakistan, economists have read the signals right but textbook nationalists have not. To fight the elements threatening its internal security, Pakistan needs to unplug from its hostile posture towards India, giving rise to ridiculous US-India-Israel conspiracy theories. It has to change its posture towards Afghanistan too, relying on a regional consensus after discussions with Iran and India by the end of the year. The Mumbai bombings will be investigated in the fullness of time and one should wish that no unsavoury revelations are made of the 2008 variety. This time, the peace process should win against the drums of war.

I being ordinary citizen of india, can tell one thing. Time is running out for pakistan to make peace with india. I have been following the media and opinion of ordinary indian citizen. With each bomb attach and each passing year ordinary public opinion is getting harder and harder towards pakistan. Moreover PM like Manmohan Singh are not elected everytime. In the prevailing environment of distrust towards pakistan which is growing day by day, for any furture indian PM it will be very difficult to reach at any possible solution iwth pak. Pak common man is being thrown into this mess by people who were suppose to make their lives better. And the irony is, ordinary pakistani is still have no idea where they are being taken. Proxy wars have retuned to haunt ordinary pakistani only. May God give some wisdom to the rulers of pakistan.
@ahmad
Think about it - Have you ever considered its moral righteousness has given you anything but the ruin?
Think about it - Has India launched even one war on Pakistan that wasn't initiated by Pakistan?
Think about it - Can you make the whole world follow your beliefs, and make enemies of all the rest who don't share your beliefs?
Think about it - Can religion be the foundation of a nation, when faith in religion is not rational, but just personal? Can nations be governed without rationality? Nations which have made best progress have done it only after they confined religion to personal domain (eg. US, China, Japan).
Think about it - If Shirk is an offense then would you also consider good number of Chinese your enemies?
Think about it - Is it a good idea to read only biased history, by some propagandist? If you read it you'll realize
Hyderabad was never a Muslim majority area. The Independence and division of British India was negotiated on the condition that only Monarchs of border states (like Kashmir) had the option to join either Pakistan or India. Hyderabad/Junagadh weren't border states. Kashmir king chose to join India.The people with the guns - our army and now the militants - appear to be obsessed by India. Of the remaining 98% of Pakistanis, the vast majority want to live their lives in peace and they hope for betterment and greater prosperity. But these hopes cannot not be achieved as unfortunately for most of Pakistan's history it is these people with guns who have called the shots.
@maestro
Agreed 100%.
@Adil
Though your view is pessimistic, I guess you are right.
The fat lady has not sung her song yet!
@Ahmed.. you gotta be kidding me.. Hyderabad is a state of muslim majority??? where did you learn such thing? Please enlighten me Hyderabad was never a muslim majority state.. Hyderabad city currently has 40% muslim population.. they were never in majority.. and you are talking about Indian government taking over hyd state.. do you know abt the atrocities conducted by Nizam gov on its own people(hindus)? do you know hom many people were killed? it was amazing how much restraint Hindus have shown towards muslims after Hyderabad independence.. read history from all the sources.. not just Pakistani news papers..
India and Pakistan should build their relations amicably if development.they want to progress. Their main problem is poverty which could be resolved only if they spend less in defence and more in development.
This Indian government's Pakistan policy is completely at odds with the Indian public opinion. PM Manmohan Singh is sticking his neck way out for Pakistan. The next 3 years will be the only time when Pakistan will have any peace. Enjoy it while it lasts.
@sundar: It is the warped mentalities of those in power, past and present, civilian and military, that have gotten us into this mess. Yes it will take a generation to change the mindset of those who think India is an enemy. It already is happening through online interactions between Pakistanis and Indians, exchange of movies and music, etc. But it will take time. I believe the majority of Pakistanis no longer really consider India an enemy. But the radicalised few like LeT carry a big violent punch that must be neutralized and yes Dawood should be sent back India - why is Pakistan harboring a known criminal?? This is an example of the stupidity of our leaders. May better times lay ahead for both countries, both of whom have so much potential in natural resources and talent! Imagine if we started working together in economy, tourism and trade. Sky's the limit my friend!!
Frankly speaking Hope and Optimism has always been the biggest victim when it come to Pak-India relationships.Every time there is a offical meeting or comments from both sides hope rise sky high but then it only takes few days and both states are back to their stated positions.For Pakistan Kashmir is core issue which India never wants to adress according to the aspirations of people of kashmir.How can we hope that both states are going to dump the past and look forward for new chapters of coperation when on one side Indian Army is talking about their ''Cold Start Doctroine''against Pakistan and on other side Pakistans Army chief is on record that all of his Militry is Indian Centric .Also the reaction of New Delhi on USA's decesion to cut Pakistans militry aid should not be just ignored as just reaction.so taking all these realities into account hoping for good relations is a one in vain.Lastly if both states want coperation,and normalcy in thier bilateral relations they must come to an agreement on dispute of Kashmir because Road to peace goes through Kashmir
@sundar:
I don't call ISI an organization of angels but kindly try to see other facets of the truth too....Remember Raymond Davis? He had a chance to meet Hafiz Saeed too before the arrest. Plus, Ahmed Shuja Pasha has visited Washington twice ever since the Abbotabad incident. And they didn't even put him behind the bars after landing there despite FBI and/or CIA calling ISI a terrorist organization way back in 2007 as per the revelations made by Wikileaks.
And as far as Dawood Ibrahim is concerned,do you really believe that everyone and I mean EVERYONE from the presdient and prime ministers to a local hawker in India wants Dawood in Indian custody? The truth is that all those in India who are making so much hue and cry about Dawood Ibrahim, many among them may start shivering or getting stressed by themsleves if the Don reaches India or Indian jails....For further clarification you can watch movies like Satya,Vaastav,Company and Once Upon A Time in Mumbai which are inspired from real life incidents...there you'll notice how corruption within police department and political spheres have a vital and close relationship with Mafia groups....Dawood himself will spill many beans that will shock everyone and destroy many lives/careers in India, and perhaps many other nations including USA. So be it ISI,RAW,Indian police,Indian ministers,Pakistani officials,extremist groups or anyone....they all reap benefits from the same channels and chains, and their pattern cannot be realized by a common man such as me and you.....what they and us can do at the moment is just let sleeping dogs lie.
Pakistan has a long way to go to detoxify the population due to decades of indoctrination. As many commentators mentioned before Pakistan has to take decisive action against mass murderers like LeT goons, Dawood etc. Dawood is the easiest option since he is/was an Indian national being protected by isi. When Pakistan extends and encourages killers like this how do you expect India to be magnanimous and be friendly?
awesome article.
There is still hope so long as this such voices are heard in Pakistan. Salaam from India!
I dont believe a words of it. Hindustan will never befriend Pakistan. They are only buying time.
Hindustan is supporting Taliban Pakistan. Hindustan took over the state of Hyderabad after the independence and when Hyderabad had selected independence with Muslim majority.
Thereafter Hindustan took over Kashmir a state which was Muslim majority after independence.
Hindustan can never be trusted and neither the US administration nor the British. Pakistan is a lone and we 190 million people have to become strong and face our enemies.
If Israel can defend itself from hostile neighbors Pakistan was after all made in the name of Islam.
Think about it. Shirk is the biggest offence against GOD. If some one swore at your mother or father would you ever think of befriending them. Then hear this those who offend GOD with the biggest offence of shirk should never be considered as friends but hostile and always gaurded against.
Think about it, in the most recent event US has ensured that Sudan becomes divided into two states.
Think about it the gulf wars run US's amunition industry. Wake up and understand the Jews, Israelies and Hindustanis can never be your friends.
