The collapse of the G-4, which includes Brazil, Germany and Japan along with India, indicated their resignation for a permanent membership on the world body’s high table after its recent letter to General Assembly President Joseph Deiss requesting him to resume the inter-governmental negotiations on reforming the 15-nation Council, a process they had abandoned and went on to circulate a resolution seeking expansion in permanent and non-permanent categories.
But the resolution, which the G-4 thought would be a short-cut to their goals, won—in their own words - 80 pledges of the support which is not even a simple majority in the 192-member Assembly when 128 votes, or two-thirds majority, is required.
Critics of G-4 pointed out that since the resolution has not been tested on the floor of the Assembly, even their claim of 80 member states, as mentioned in the G-4 letter, could be a bit of exaggeration.
“This (the claim of 80 pledges) is an admission of defeat, to say the very least, a shattering blow to their ambitions,” a European diplomat said.
“Obviously, the reform model advocated by G-4 is not acceptable to the member states.” Four months ago, the G-4 opted out of the inter-governmental negotiations, saying that the talks were not making any progress.
The G-4 emphasised the need for the Council’s reform, which they had virtually reduced to mere enlargement and categories—ignoring other important issues like working methods, question of veto, regional representation and relationship between the General Assembly and the Security Council.
During that period, representatives of the G-4 countries, especially India, went virtually door-to-door to lobby support for their resolution that would open the door to permanent and non-permanent categories.
The Security Council currently has five veto-wielding permanent members—Britain, China, France, Russia and the United States—and 10 non-permanent members elected for two-year terms.
Despite the general agreement on enlarging the council, as part of the UN reform process, member states remain sharply divided over the details, most of them sticking to their positions.
Indeed, the General Assembly president said there was little possibility of the Security Council reform in the near future unless different groups holding steadfast to their respective positions hammer out a compromise on the issue, at least a temporary one.
“Probably it is not possible actually to find a solution where one of these different groups will get the total of their aspirations,” President Deiss said.

This just goes on to show that world might have turned materialistic, it certainly hasn't gone blind. A country like India with a terrible human rights record mustn't be considered for a permanent seat. Rather its politicians(e.g Modhi) and army should be tried for crimes against humanity.

A country which can not even resolve its issues with its small neighbors (and it has issues with ALL its neighbors barring maybe Bhutan) does not deserve a coveted role on international stage.

Power is never given, it is taken. International orders don't just chamge proactively. Great and violent upheavals lead to change. It is not in the interests of the permanent 5 to share or give up power. You can argue the removal of UK and France. Neither can afford a military of it's own and are decining economic powers and have been. They can entertain India with "support" for now. But nothing is forever. India is too big, important and soon powerful - economically and militarily, to be ignored. You can't deny the big planets their gravitational pull and their rightful place in the planetary system. India, perhaps like brazil and Turkey will get there. It is only a matter of how and when.
Oh don't worry Pakistani friends. Unlike Pakistan, India will not take every statement or failure as an assault on its Ghairat and shout ourselves hoarse while killing ourselves for every other reason. S**t happens. We will move on.

This is very similar to the League Of Nations goof up right after WW1.
The Soviet Union was excluded from the League of Nations. This dented the effectiveness of the Institution as you cannot ignore a Super Power when it comes to World matters. After WW2 the World realized the Super Power needed a seat in the newly formed United Nations to be really effective and make an iota of sense.
Same is going to happen with India. India's economy is already the 4th largest in PPP terms and is the fastest growing nation in the World! India is about 10 years behind China and in about 20 or 30 years, when both the Countries grow big enough to achieve the Super Power status there will only be 3 Countries in the World whose views will matter - US, China and India.

Apparently, you don't know much about the UN resolutions. It was in the non-binding section and thus can't be enforced. Besides, it was pakistan that frist flouted the resolutions by not pulling its troops back as stipulated in the UN resolutions as the first condition. Besides, while India has passed article 370 that prohibits non-Kashmiris from settling down in Kashmir, Pakistan has deliberately changed demographics by settling sunni Pakistanis in Gigit-Baltistan and in "Azad" Kashmir. Therefore, Pakistan can't ask for the enforcement of the UN resolutions unless it pulls out all the Pakistani troops and proxy terrorists from Pakistan occupied Kashmir and pulls out all the non-Kashmiris who were settled there after 1947.
More importantly, you must worry that India may indeed ask for the enforcement of the UN resolutions. Which Kashmiri in the right mind will now want to join Pakistan other than the few radical Islamists? So, think hard before making a wish.

May be that oldest resolution has become time barred. Old is not necessarily gold. But on a serious note that resolution had many conditions attached to it, at least some of which is impossible to met with today.Think an out of the box solution.
India don't really need it at present and there is too much payback too !! Its better to sit on sidelines as any issues that arise, in regards to India and its interests, is not an problem in UN today anyway, as there is plenty of support from existing member of the SC. No big deal !

why d hell does india need to give up, when 4 out of 5 veto member support our candidature, and we got non veto 2 year membership with almost 98% of vote from over 190 countries.....this is a long process, even mighty germany and japan are still waiting for a reforms, so we will hold our breath and win our rightful place in the unsc..but i bet you alll here, well before 2020, there will be a reform in unsc and india will be new permament member, may be there will also be brazil and southafrica too..

Welcome to the real world of working with the UN General Assembly --- most of the members ask one simple question on ever issue - what's in it for me?. In the long run India would have to overcome China's concern which might have been an impossible task.
