The 18th amendment of the Constitution was passed in 2010, which devolved powers to the provinces, and removed the clause 58 2 (B), which gave president authority to dissolve Parliament unilaterally.
The PPP chief was speaking to the media at Khairpur's Gambat Institute of Medical Sciences.
Bilawal said whenever a new government came into power they cut off the gas and electricity supply in Sindh, adding that the provincial government was trying its best to alleviate the problems faced by the public.
"Whenever someone comes to the GIMS for free medical treatment it is heartening for me," he said.
The PPP chairman challenged the country's premier to set up a hospital, which is "at par with GIMS" in Khyber-Pakhtunkhwa.
