Zulfi Bukhari, as he is popularly known, is a close friend and aide of Prime Minister Imran Khan and was appointed as the special assistant to PM for overseas Pakistanis and human resource development.
A two-member bench of the IHC, comprising Justice Amir Farooq and Justice Mohsin Akhtar Kiyani, announced the verdict on Wednesday.
Bukhari's name was earlier placed on the ECL on the request of the National Accountability Bureau (NAB).

Earlier, the court had reserved the verdict after NAB prosecutor Imran Shafiq submitted documents in the court after a probe was launched against Bukhari.
Justice Kiyani had remarked that it seems as if the PM’s adviser has not provided any details to NAB.
The IHC judge had also asked whether the anti-graft watchdog did not want to keep Bukhari’s name on the ECL list.
The NAB prosecutor had informed told the court that this is not the case, as they had only asked for his name to be removed once before.
The bench had also said that Bukhari can only ask for his name’s removal, with the final decision still resting with the Interior Ministry.
