Demands restructuring of Sindh HEC by appointing non-political persons

KARACHI: A meeting of Federation of All Pakistan Universities Academic Staff Association (FAPUASA), Sindh on Thursday, held at University of Karachi, criticised the performance of Higher Education Commission (HEC), Sindh universities and boards department.

Despite the implementation of the 18th Amendment and transfer of HEC matters to provincial governments past five years, Sindh HEC has performed miserably and aggravated issues and caused decline in provision of teaching and research facilities in almost all universities of the province.

FAPUASA demanded the chief minister to restructure Sindh HEC by appointing non-political persons. It also said that the poor performance of Sindh HEC, universities and is a question mark on the effectiveness of the provincial government.

The meeting concluded that due to negligence of Sindh HEC Chairman Dr Asim Hussain and Universities and Boards Secretary Dr Aalia Shahid, numerous matters of universities remained unresolved and asked the CM to immediately change overall staff.

The meeting further demanded to immediately complete the process of upgradation on the basis of hardship cases pending since last three years and powers be transferred to university syndicate according to the prescribed criteria.

Given that even after passing of six months period, the grant for PhD allowance are still not given to universities, it demanded of the government to increase the grants, keeping in view the increasing teaching programmes and research activities, so that universities could run their financial matters along with Rs25,000 PhD allowances provision. It also demanded technical allowance for engineering, pharmacy and law faculty members.

Sindh FAPUASA also criticised deputation of retired employees on various important positions in universities and indicated that such appointments were violations of Supreme Court orders and governmental regulations itself. Therefore, it demanded that all such individuals including Shah Abdul Latif University Shirkarpur Campus Vice Chancellor Dr Ahmed Hussain Shah be immediately removed from their post and instead in-service professors be appointed.

The organisation, putting forth other demands, requested that after reviewing and consideration of these demands the CM issue orders to solve these issues as soon as possible.
