Govt seeks to delegate powers

Provincial departments asked to provide a list of nominated officers in the districts

LAHORE: The federal government has come up with a move to delegate seed regulation powers to provinces. However, the proposal has invited opposition from stakeholders, who term it an attempt to put burden on local companies to deal with different departments unnecessarily. The Federal Seed Certification and Registration Department (FSC&RD) of the Ministry of National Food Security and Research has asked provincial agriculture departments to nominate seed inspectors. In a letter written to the provincial departments, it is stated that in terms of Section 19 of Seed Act 1976, the FSC&RD director general has been vested with powers to get services of Agriculture Extension Department’s officers and appoint them temporarily (on a seasonal basis) by notification as seed inspector for such areas. In this regard, the provincial departments have been asked to provide a list of nominated officers in the districts who are fit to be appointed seed inspectors during forthcoming wheat season 2018.
