LAHORE: The rape of a young girl by a Capital Development Authority guard in Islamabad at Fatima Jinnah Park only goes on to show that women and girls in the country are safe nowhere. Guards are supposed to protect people but instead the CDA guard sexually assaulted a girl in broad daylight.

Two other CDA officials, who were reportedly present at the park, did nothing when they heard the girl scream for help. The girl was so badly traumatised that it took her days before she could gather courage and lodge her complaint.

Considering that the guard had been working at the park for years, one is left to wonder how many young girls or women would have been assaulted but they chose to keep mum out of fear of being ostracised. In fact, the guard had also threatened to kill the survivor in question if she told anyone about the rape.

Whether the guard would be caught and put behind bars is not the question, the real question is what should be done to ensure that such incidents do not occur in the future.

CCTV cameras should be installed in every corner of public parks and strict scrutiny should be carried out of incoming guards. No official responsible to protect human life, dignity and honour should be appointed without strict scrutiny.
