The boy, himself a juvenile, works as a domestic help with a police constable in the same village. He took the child when she was on her way home and lured her to a nearby graveyard where he was raping the girl but she started crying for help and a local farmer reached there. He overpowered the 15 year old offender, drubbed him and then handed him over to local Regi police.
Police registered an FIR against him and started investigation in the case on the complaint of the father of the girl.
Speaking to The Express Tribune child rights activist Imran Takkar said that it was unfortunate that there was no effective child protection mechanism in place despite the fact that a Child Welfare and Protection Act was passed years ago.
He said that the offender himself was underage and he should be treated as juvenile offender instead of adult and it means that he could not he locked in a police station lock up and in prison would be kept away from the habitual hardcore criminals.
